  3. Overview • The project: “Capacity Development for the Clean Development Mechanism (CDM) in Viet Nam” that was supported by the Government of the Netherlands. The UNEP launched the Project in 2002 • International Cooperation Department, Ministry of Natural Resources and Environment is a Executing Agency to coordinate and carry out the project in Viet Nam • To carry out 6 main tasks • Establishment and capacity development for CDM National Authority • Period: 2003-2005

Overview • Main objectives: • Develop knowledge and disseminate information, guideline to raise awareness on the CDM as well as opportunities, benefits from CDM activities. • Develop capacity for institutional set up and relevant officers. • Formulate legal framework to facilitate CDM activities in Viet Nam • Develop capacity for identifying, designing potential CDM projects in Viet Nam • Design eligible CDM project cycle • Exchange experiences and lessons leant on CDM implementation with other countries in region and in the world

Overview • Main activities under Task 3: • Establishing CDM National Authority (CNA) with function: Assesment, approval and management CDM projects • Setting up legal framework to facilitate CDM activities in the country • Developing a suitable CDM project cycle which can meet international requirements as well as correspond to Vietnam‘s conditions

Main results to August 2004 Establishing CDM National Authotity (CNA): Point of view on CNA * Based on existing organization of Ministry of Natural Resources and Environment (MONRE) with neatly arrangement. Adding some functions to this organization to manage CDM activities in the country * Process quickly work related to CDM but keep within the existing law * Obtain maximum possible benefit from participation in the CDM market * Accord with Kyoto Protocol and domestic circumstance

Main results to August 2004 • Main functions of CNA • Developing ceriteria to assess CDM projects as well as guideline for CDM activities in Viet Nam • Assessing CDM projects at country level • Submiting potential CDM projects to CDM National Executive and Consultative Board to assess and approve. To manage implementation of CDM projects • Issuing the Endorsement Letter of approved CDM projects • Co-ordination with relation international organizations in CDM activities

Main results to August 2004 • Establishing CDM National Executive and Consultative Board (CNECB): Decision No. 553/QD-BTNMT dated 29 April 2003 Decision No. 813/QD-BTNMT dated 8 July 2004 • Chairman: Director General, International Cooperation Department, MONRE • 11 members: MONRE (permanent member and secretary), Ministry of Foreign Affairs, Ministry of Planning and Investment, Ministry of Finance, Ministry of Science and Technology, Ministry of industry, Ministry of Agriculture and Rural Development, Ministry of Trade, Ministry of Education and Training, Vietnam Union of Science and Technology Associations

Main results to August 2004 • Issuing documents regarding guideline for CDM activities: • Document No. 1022/BTNMT-HTQT dated 8/5/2003 to inform: a/ establishment of CDM National Executive and Consultative Board and, b/ prior investment fields and issues for CDM projects in Viet Nam in the next period 2. Document No. 465/BTNMT-HTQT dated 2/32003 regarding identification, development and registration of CDM projects

Main results to August 2004 • Receiving, assessing CDM projects (PIN, PDD): Suppoting CNECB‘s activities and developing capacity for members of the Board • CNECB‘s meetings (Ha Noi, April and September 2003) • Technical Workshop on Creteria Assessment and CDM Project Cycle (Vinh Phuc, 4-5 March 2004)

  13. Main results to August 2004 Receiving, assessing CDM projects (PIN, PDD): • Assessing and approving PDD of CDM project: Recover and utilization associated gas of Rang Dong • Considering and assessing CDM project: Improving energy efficiency at Brewery Thanh Hoa (Ha Noi, 15 April 2003)

  14. Main results to August 2004 • Completing studies: • 1. Proposing a financial model applied for CDM projects in Viet Nam • 2. Overviewing Environment Impact Assessment (EIA) of Viet Nam and proposal of EIA procedure for CDM projects

Main results to August 2004 • Organising the First National Workshop on CD4CDM in Viet Nam, Ha Noi, 11 September 2003 • Compiling workshop documents; co-operating to organise technical workshops, seminars, meetings of CD4CDM project • Cooperating with AIT vµ URC to hold a regional workshop in Ha Long City, Quang Ninh Province, 17-19 November 2003

  16. Main results to August 2004 • Collecting, editing and traslating CDM guideline documents, booklets provided by URC/AIT into Vietnamese • Making progress reports and technical reports in framework of CD4CDM project • Cooperating with Task 1-Group to carry out propagation, public aweraness raising about Kyoto Protocol CDM and CDM through public media

Main results to August 2004 • Organizing the Second National Workshop in Ha Noi (27 April 2004) • Conducting the workshop on implementation of UNFCCC, Kyoto Protocol and development of CDM projects for policymakers, officials, stakeholders in Kontum Province (6 April 2004) • Taking part in training of CDM at Hue University for Science (2-5 May 2004) • Cooperating and organizing seminars on Capacity Development for CDM in forestry sector at: • University of Forestry, Hatay Province, 27 May 2004 • University of Agriculture and Forestry, Hochiminh City, 30 June 2004 • Organizing the Third National Workshop in Hochiminh City (26 August 2004)

  18. Plan to carry out Task 3 for the next time • Studying to develop documents, guidelines related to proceduce, assessment creteria, approval of potential CDM projects in the country • Preparing related reports and participating in Regional Workshop of CD4CDM project • Continuing capacity development regarding institutional set up and speciality for CNA: • Approval of CDM project • Assessmnet, validation, coordination and management of activities regarding CDM project cycle

  19. Plan to carry out Task 3 for the next time • Cooperating with related ministries/agencies to study development of legal documents on a financial framework for CDM projects in Viet Nam • Periodically review the operation of the CNA and identify areas for strengthening of capacity through training workshops • Cooperating study to develop beselines for Energy sector and Land use Land use Change and Forestry (LULUCF) sector • Preparing a report on CDM potential projects, Project Idea Notes (PIN) at the forum for investors, Manila, Philippines, Oct. 2004 • Preparing a report regarding activities and results of CD4CDM project; taking part in site events to be held at COP 10, Argentina, Dec. 2004

  20. Plan to carry out Task 3 for the next time • Expected results: • Operation of CNA with better capacity to manage and coordinate related activities in CDM project cycle • Establishment of appropriate legal framework in accordance with implementation of CDM projects in Viet Nam
