  2. Changes with a New Space Law A new space law framework work was approved on 12th of June. Major structural change in Japan's space program from "strictly peaceful purpose"(1969) to "national security" Strategic Space Development Headquarters was organized in August. New Space Agency organized within one year from "MEXT" to "Cabinet" Space Basic Plan will be established on May, 2009. Commercial-based space technologies promoted from "development" to "need and utilization"

Science and Technology Basic Plan Japanese goal as a national strategy: To become an advanced science-and-technology-oriented nation The First Basic Plan for FY1996 – FY2000 R&D to meet social and economic needs Basic research to create intellectual assets The Second Basic Plan for FY2001 – FY2005 Contribution to the world by scientific knowledge creation and utilization Sustainable development with international competitiveness and ability To secure safety and quality of life The Third Basic Plan for FY2006 – FY2010 S&T to be supported by public and to benefit society Emphasis on fostering human resources and competitive research environments

JEM utilization now, and then.... • Long-term utilization based on launch and recovery capability after the Shuttle retirement • Development the next generation facilities based on the demands of communities Elector-static Levitation Furnace, Aquatic Animal Experiment Facility, High Definition TV System. • Experiment needs using small equipments in science, commercial and educational use • Needs and technical feasibilities with Multi-purpose rack, work bench and test-bed • Utilization for R&D of Human explore • Development of a long-term R&D scenario of human explore and utilize ISS/JEM actively Elector-static Levitation Furnace Aquatic Animal Experiment Facility

JUSTSAP Japan Association wishes • to appeal the 'JUSTSAP' activities to the HQ of Strategic • Space Development, • to promote Okinawa collaborations and global joint • researches related with JUSTSAP activities and Hawaii, • then encouraging next steps, and • to design and proceed on-ground research activities for • gathering non-space industries and brushing up space • community potentials and JUSTSAP functions.
