MOBILITY • language knowledge: anenormous obstacle to mobilityfor the purposes of education and training • the need for everyone toacquire excellent language skills from a very early age, covering not only the official languages of the EU but also regional and minority languages, as this will enable people to be more mobile • to encourage mobility for language learningin order to achieve the objective that all citizens of the European Union should knowat least two languagesbesides their mother tongue; • vital topromote mobilitythrough  exchanges of teachers, students and pupils, and especially in the language field, in order to promote an active citizenship and European values as well aslanguage skillsand other valuable skills and competences;

INVITED REFLECTION Mobility increases the flow and sharing of knowledge between institutions, helping them to break out of national or local patterns ("brain circulation"), opening them up to European and potentially global influences. It causes people to question established ways of seeing and doing; it is an important trigger of change, modernisation and higher quality in all walks of life. Promoting networking and exchange between institutions is an important part of Europe’s policy effort to promote the “fifth freedom” of knowledge (see the Conclusions of the European Council of 14 March 2008). Mobility of knowledge workers, academics and students, between educational and research establishments, is a key part of brain circulation.
