  • The previous planning process prompted a review due to the planning mandate of earlier work;

  • SHI wanted an independent review of the previous study recommendations;

  • The project had competing needs for access to Regina and to adjacent the Rural Municipality;

  • MMM offered SHI a VE process in lieu of the Peer Review process

  • Process also engaged the firm responsible for the planning to provide input at the Information Phase.

  • The study resulted in confirmation of the basic Interchange Configuration

    • Provision for access to/from South

    • Validation of layout

    • Deferral of some work

  • The VE found additional savings of $5.9M on $34.5M, a 17% savings

  • Addressed planning and political concerns

    • Future access to/from south

    • Allowance for future inland Rail Port

  • Decision was made to proceed with traditional project delivery

    • Project cost estimate identified as $78.9M

  • VE process, from the Information through the Evaluation Phase, was conducted

  • Architectural design constrained VE opportunities

  • 116 Ideas were generated of which 82 were carried forward for further consideration

  • Implementation is the responsibility of the design team

  • Project costs were validated and up to $5m in possible savings was identified (for a project contingency cushion)

  • The VE challenged some of the project Design Criteria

  • Evaluate Options for an interchange for improved Traffic Operations, Safety, Construction Phasing

  • Base Case was the interchange design from the previous study

  • Evaluated at-grade options for an improved intersection at Pasqua and Ring Road to defer the construction of the interchange.

  • Study also addressed the traffic delays at the intersections in the Pasqua Corridor from Sherwood to Rochdale

  • Review opportunities to improve the safety and traffic operations.

  • 121 Ideas were generated with 31 Proposals

    • Diverging diamond interchange

    • XDL Intersection

    • Rotary interchange

  • Addressed Value Target considerations

    • Corridor and cross section options

    • Interchange layouts versus intersections

    • Up to a $19.2M savings on $23.7M

  • The preferred solution best accommodates the traffic flow patterns

  • Regina is considering pursuit of first XDL intersection in Canada

    Develop an ultimate functional plan for the Hwy 1 corridor in the City of Moose Jaw, SK

  • Objectives:

    Validate interchange locations and medium to long-term plans for the Hwy 1 corridor

    Review existing infrastructure and develop ultimate Hwy 1 corridor short and long-term solutions to meet safety and traffic operation requirements

    Determine value-base staged implementation of site-specific and corridor improvements

  • 187 Ideas, 35 Proposals, 50 Design Suggestions

  • Addressed two new interchanges

    • Simple cost effective IC access solutions provided

    • Significantly reduced cost of proposals

  • Improvements to existing interchanges

    • Upgrade to main IC into Moose Jaw

    • Geometric improvements to Manitoba Ave IC

  • 4 Scenarios developed

  • Entire corridor improved and access managed for initial proposed cost of the two interchanges

  • No savings but entire corridor addressed in terms of corridor management: 2 for 1 deal

  • MIT did a year long preliminary design and cost review to reassess scope and manage cost

  • The review cut project costs from $125M to $85.2M, which became the VE study Base Case

  • The VE Study addressed the two interchanges

  • 3 Scenarios were developed

  • The VE session found $5.3M savings, a 6% savings, even after the scope management exercise

  • The Province was impressed with process/results

  • VE showed potential to replace the planning effort with a VE process to cut cost/save time in making a decision
