  • Aviation Security Branch established in ATB - October 2009

  • Aim to consolidate all aviation security activities

  • AVSEC Branch comprised of two Sections Security Facilitation Policy (SFP); Implementation Support and Development (ISD) Security

  • In late 2010 Aviation Security Audit (ASA) Section will join Aviation Security Branch structure

    • To engage the State’s commitment, mobilize political will

    • To intensify national action to implement the assistance project

  • Based on USAP audit report information

  • Identify steps to be taken to reach desired goal

  • Identify actions to be taken and in which order taking into consideration the State specific situation


Two week structured and focused advisory services

Two-week structured and focused advisory services

  • Address multiple deficiencies simultaneously in situ

  • Assist local official to develop security programmes by “hands on” approach


Quality assurance and follow up activities

Quality assurance andfollow-up activities

  • Quality assurance activities will be conducted with use of:

    • in-house review of technical information

    • project documentation

    • training results

    • State “questionnaire”

    • Assistance follow-up mission as practical


Promote regional partnerships and initiatives

  • Facilitate the development of regional capacity through:

    • CASPs

    • RASTs

    • other

  • Non-priority assistance

    • Assistance may be offered to States not referred to the ARRB on a case by case basis

    • ICAO assistance missions will be covered on a cost recovery basis

  • Training through the ASTC network

  • Coordinate on existing and planned assistance efforts

  • Match identified development needs and gaps with donor priorities

  • Develop network of donors for exchange of information on funding efforts
