To make correct assessment of current status and growth in the horticulture sector (production trend, GDP contribution etc.) To ensure effective monitoring and evaluation of the concerned development policies and programs. (e.g. NHM) To analyze demand-supply position. To facilitate perspective planning to harness vast potential in the horticulture sector. To take focused action for systematic development of horticulture sector.

4. PRESENT STATUS OF HORTICULTURE DATA AREA,PRODUCTION,PRODUCTIVITY DATA DATA ON COMMODITY PRICES, SUPPLIES (MARKET ARRIVALS), STORAGES ETC. EXPORT/IMPORT DATA DATA ON PROGRESSIVE DEVELOPMENT OF SCHEMES (NHM ETC.) (COMPONENT WISE) - PHYSICAL AND FINANCIAL ACHIEVEMENTS SUPPLEMENTARY DATA (RESEARCH STUDIES ETC.)

PRESENT STATUS OF HORTICULTURE DATA AREA,PRODUCTION,PRODUCTIVITY- CROP-WISE FRUITS (BANANA, MANGO, CITRUS, APPLE, GUAVA, GRAPES, PINEAPPLE, PAPAYA, POMEGRANATE ETC. ) VEGETABLES (POTATO, BRINJAL, TOMATO, TAPIOCA, ONION, CABBAGE, CAULIFLOWER, OKRA ETC.) FLOWERS (LOOSE AND CUT) PLANTATION CROPS (COCONUT,CASHEWNUT,ARECANUT,COCOA) SPICES (MUSTRAD SEED, CHILLI,TURMERIC,GARLIC,GINGER,TAMARIND,CORIANDER,CUMIN,PEPPER,FENUGREEK ETC) NUTS (WALNUT,ALMOND) MUSHROOM AND HONEY

7. HORTI. DATA- WHAT DOES IT TELL ? TOTAL HORTICULTURE PRODUCTION IN THE COUNTRY IS 182.4 MILLION TONNES IN 2005-06 ( 96.6 MILLION TONNES IN 1991-92). (FOODGRAIN PRODUCTION = 210 MILLION TONNES) TOTAL AREA UNDER HORTICULTURE CROPS IS 21.2 MILLION HA - 2005-06(12.8 MILLION HA IN 1991-92). AVERAGE PRODUCTIVITY= 8.5 MT/Ha. (FRUITS= 10.4 MT/Ha.; VEGETABLES= 14.7 MT/Ha. NEARLY 90% OF HORTICULTURE PRODUCTION IS DUE TO FRUITS (52 MILLION TONNES) AND VEGETABLES (110 MILLION TONNES) (RICE+WHEAT=3/4TH OF FOODGRAIN PRODUCTION). MAJOR FRUITS- BANANA,MANGO AND CITRUS AND MAJOR VEGETABLES- POTATO,BRIINJAL,TOMATO,TAPIOCA,ONION AND CABBAGE ( ABOUT 70% PRODUCTION) PER CAPITA AVAILABILITY OF FRUITS IS 140 GMS/DAY AND VEGETABLES 295 GMS/PER DAY (FOODGRAIN= 570 GMS/DAY).

8. HORTI. DATA- WHAT DOES IT TELL ? W.BENGAL, U.P.,MAHARASHTRA, ANDHRA, TAMIL NADU, KARNATAKA,ORISSA, BIHAR, KERALA AND GUJARAT ARE THE LEADING STATES IN HORTICULTURE PRODUCTION. (contributing more than 80% output - first 5 States producing more than half the total output). MAHARASHTRA, ANDHRA PRADESH, TAMIL NADU, KARNATAKA AND GUJARAT ARE THE LEADING FRUIT PRODUCING STATES. (nearly 60% output). W BENGAL, U.P., BIHAR AND ORISSA ARE THE LEADING VEGETABLE PRODUCERS. (contributing over 60% output; first 2 States producing about 40%). SO, MAJOR PART OF HORTICULTURE PRODUCTION IS CONCENTRATED IN SOME STATES.

9. INDIA IS THE SECOND LARGEST PRODUCER OF FRUITS AND VEGETABLES IN THE WORLD, AND IS A LEADING PRODUCER OF MANGO, BANANA, PAPAYA, ARECA-NUT AND OKRA. VALUE OF EXPORTS OF HORTI PRODUCTS IS OVER Rs 3000 CRORES. HORTICULTURE SECTOR CONSTITUTES NEARLY 20% OF AGRICULTURE GDP AND CONTRIBUTES 4% IN THE NATIONAL ECONOMY. HORTICULTURE IS ONE OF THE FASTEST GROWING SECTORS IN AGRICULTURE AND POTENTIALLY A KEY DRIVER TO STIMULATE AGRICULTURE GROWTH.

26. WHAT ARE THE CONSTRAINTS? LIMITATIONS IN THE EXISTING DATA MULTIPLE AGENCIES COLLECTING DATA- DIFFERENT METHODOLOGY AND COVERAGE DATA VARIATIONS FREQUENT DATA REVISION TIME LAG IN DATA AVAILABILITY DATA INCONSISTENCIES DATA GAPS DATA RELIABILITY FACTOR?

27. WHAT ARE THE CONSTRAINTS? LACK OF EFFECTIVE INSTITUTIONAL MECHANISM ABSENCE OF PROPER SYSTEMATIC UNITS FOR COLLECTION/COMPILATION OF HORTICULTURE DATA INEFFECTIVE DATA VALIDATION MECHANISM ABSENCE OF NODAL AGENCY TO COORDINATE DATA OR CHECK CONSISTENCY INADEQUATE USE OF MODERN INFORMATION TECHNOLOGY TO PROCESS AND ORGANIZE DATA

28. WHAT ARE THE CONSTRAINTS? DATA GAPS LACK OF AUTHENTIC BASE LINE DATA (DISTRICT LEVEL). DATA ON AROMATIC/MEDICINAL PLANTS. DATA ON EMPLOYMENT POTENTIAL (DIRECT/INDIRECT). PRODUCTIVITY PROFILE (CROP/REGION/DISTRICT WISE). DATA ON COST OF CULTIVATION/ECONOMY OF FARMING OF DIFFERENT HORTICULTURAL CROPS. PRODUCTION/DEMAND PROJECTIONS/COMMODITY OUTLOOK REPORTS. POOR DOCUMENTATION (GUIDELINES/ MANUALS).

29. THRUST AREAS POLICY DIRECTION TO TREAT HORTICULTURE DATA DEVELOPMENT AS A PRIMARY DEVELOPMENT ACTIVITY AT PAR WITH OTHER DEVELOPMENT ACTIVITIES. ESTABLISH NETWORK OF HORTICULTURE INFORMATION SYSTEMS (HIS) UNITS IN DISTRICTS, STATES AND AT CENTRE TO COLLECT, COORDINATE AND DISSEMINATE DATA. PROVIDE DISTINCT IDENTITY, ADMINISTRATIVE AUTHORITY AND DEDICATED FUNDING FOR HISs. DESIGNATE NODAL OFFICER IN EACH STATE TO VALIDATE, COORDINATE AND SUPPLY DATA. ENVISAGE DATA CONSORTIUM TO CHECK INTERNAL DATA VARIATION AND INCONSISTENCY.

30. THRUST AREAS CONDUCT/ORGANIZE HORTICULTURE CENSUS TO CREATE/UPDATE BASE-LINE (DISTRICT) DATA. STUDY DATA COLLECTION MECHANISM TO REFINE OR DEVELOP ALTERNATIVE METHODOLOGY FOR SUSTAINING DATA COLLECTION PROCESS. ADOPT UNIFORM METHODOLOGY/APPROACH TO ENSURE CONCEPTUAL HOMOGENEITY. DEVELOP COMPREHENSIVE (INFO TECH BASED) HORTICULTURE MIS. DEVELOP INTEGRATED DATABASES. PREPARE PRODUCTIVITY MAP/PROFILE (HIGH AND LOW PRODUCTIVITY AREAS). PERIODIC STUDIES TO ASSESS SUPPLY-DEMAND POSITION.

31. THRUST AREAS EXTEND CROP CUTTING EXPERIMENTS TO COVER ALL IMPORTANT HORTICULTURE CROPS. INVOLVE FARMERS/PANCHAYATS IN DATA COLLECTION PROCESS. PERIODIC CONFERENCES TO REVIEW DATA REQUIREMENTS AND NEED FOR IMPROVEMENT. GREATER INVOLVEMENT OF DATA SECTOR EXPERT IN IMPORTANT CORE GROUP MEETINGS TO DESIGN DATA REQUIREMENTS. OBTAIN EXPOSURE ON INTERNATIONAL DATA COLLECTION METHODOLOGY AND PRACTICES.
