MSDS- The Rationale • Service Delivery in Education sector has recently witnessed a lot of measurable improvements • MSDS have the potential to build on the solid work done under the PESRP and other sectoral interventions • Could pave the way to achieving the MDGs 2 & 3 • Provide a framework to assess the systemic weaknesses and enable to remove them methodically • Bring in the vital elements of evidence-based planning & client focus; thereby fulfilling the demands of GoodGovernance • Flow of funds could be linked to them in the future

  3. MSDS- The Process • Development • Extensive Stakeholder Consultation • Close coordination with Edu Dept & PESRP • Quality Assurance • Clearance & Approval • Approval by the Chief Minister • Notification • Implementation (Phasing/Across the Board) • Monitoring, Supervision & Evaluation

Definition of ‘Good Governance’ “Good Governance is epitomized by predictable, open and enlightened policy making, a bureaucracy imbued with a professional ethos acting in furtherance of the public good, the rule of law, transparent processes, and a strong civil society participating in public affairs.”

  6. MSDS- The MATRIX • The MSDS- Matrix constitutes the operative part of the Report. It comprises 3 Types of Indicators: Inputs, Processes & Outputs/ Outcomes • The elements/components of the MSDS- Matrix give evidence that the all the Dimensions of Good Governance are reasonably covered
