  1. Manual of Fire Protection Engineering (MFPE) MFPE information presentation

  2. MFPE MFPE purpose MFPE aim MFPE users MFPE chapters MFPE requirements above BCA Supporting documents / templates Topics Covered

  3. MFPE Why do we have the MFPE? to ensure Defence buildings meet minimum safety requirements and community expectations to ensure alignment with the State and Territory building certification requirements and to prevent Building Certifiers operating in a regulatory void to ensure alignment with the State and Territory bushfire management requirements to provide fire protection measures for Defence specific facilities to provide appropriate protection against the effects of fire for strategic and critical Defence assets MFPE purpose

  4. MFPE 2017 The aim of the MFPE is to: Align better with State and Territory building certification requirements Clarify the NCC/BCA compliance requirements Provide measures to protect Defence strategic buildings and assets from fire - asset protection Provide measures to monitor and sustain fire safety Provide measures for bushfire management Provide measures to achieve fire safety for explosives buildings MFPE aims

  5. MFPE Who is the MFPE for? Building Certifiers acting on behalf of Defence Professional building practitioners providing design and consultancy services Those involved in managing building projects on Defence land, and Those involved in managing fire safety obligations for Defence buildings MFPE users

  6. MFPE MFPE chapters

  7. MFPE Formatting is in accordance with the Administrative Framework Secretary and the CDF require Defence personnel to comply with provisions in manuals unless particular circumstances warrant departure from the provisions Chapter 1 – Administrative Policy Framework

  8. MFPE Specifies when compliance with NCC/BCA is required Specifies when retrospective application of MFPE is required Includes existing Contribution Factor ratings for development of asset protection requirements Provides general fire protection provisions for Defence buildings Provides requirements for reporting of fires Chapter 2 - Fire Protection of Defence Assets

  9. MFPE Building approval and certification of Defence building works aligned to State / Territory regimes Describes building certifier obligations for conflict of interest, building approval and certificate of occupancy Defines Special Structures classification, Exempt Building Works concessions and Fire Safety Measures schedule Process for performance solutions and dispensations has been updated to improve efficiency DEEP Acknowledgement of Performance Solutions ASEE Approval of Dispensations Chapter 3 - Building Certification, Performance Solutions and Dispensations

  10. MFPE Chapter 3 - ctd

  11. MFPE Chapters 4, 5, 9 & 16 • Chapter 4 – Egress and Physical Security Requirements • Chapter 5 – Building Emergency Warning Systems • Chapter 9 – Portable Fire Extinguishers and Fire Blankets • Chapter 16 – Buildings for Disposal

  12. MFPE Determination of bushfire prone areas Overall site bushfire risk assessment to determine planning requirement Focus on integrating planning and operations with surrounding jurisdiction and detailed risk management equivalent to State Bushfire Risk Management Plans Complete integration into GEMS Chapter 6 – Bushfire Management on the Defence Estate

  13. MFPE Aligns with AS 1851 – 2012 and State / Territory legislation Fire Safety Measures Schedule assists maintenance management Chapter 7 – Maintenance

  14. MFPE Details the technical and administrative requirements for conducting a FSS of Defence owned, leased or occupied buildings including Public Private Partnership (PPP) arrangements Fire Safety Measures included to aid ongoing management Assesses against current BCA and MFPE using specific schedules impacting safety Chapter 8 – Fire safety surveys

  15. MFPE Status Overview Chapter 8 – Fire safety surveys (ctd)

  16. MFPE Details additional levels of fire protection to protect valuable Defence critical equipment, contents or function so that the impact of fire loss on Defence operational capability is minimised The fire safety requirements aligned to building Contribution Factor Fire compartments less than 72m2 do not require sprinklers Chapter 10 –Assets and Functions - CF1 or CF2

  17. MFPE Details additional levels of fire protection to protect valuable Defence assets and maintain Defence operational capability, by limiting the impact of fire damage to the building and its contents The prescribed requirements are included to provide asset protection for important facilities Modified requirements for fire separation, detection and smoke exhaust Chapter 11 – Storage and Workshop buildings - CF1 or CF2

  18. MFPE Defines the minimum standards to address the risk of impact of bushfire on life safety and strategic Defence assets as well as the damage caused by secondary fires after the passage of the main fire front Prescribes requirements included to provide asset protection for important / critical facilities Chapter 12 – Building Construction in Bushfire Prone Areas – CF1 or CF2

  19. MFPE Details appropriate levels of fire protection for aircraft areas to protect aircraft from a fire event The requirements are aligned to building Contribution Factor Hangar assessment form and process Requirements for Deployable Hangars Chapter 13 – Aircraft Hangars

  20. MFPE Chapter 14 supports the Defence Explosive Ordnance Regulations (eDEOP) Prescribed requirements provide appropriate levels of both fire safety and asset protection Chapter aims to minimise the need for non-required fire systems Chapter 14 – Explosive Ordnance Buildings

  21. MFPE Provides Defence specific requirements for fire protection in LIAbuildings and areas in other buildings used for sleeping Chapter 15 –Living-In-Accommodation and Sleeping Areas

  22. MFPE Requirements above the BCA are generally triggered for capability reasons for buildings identified with a Contribution Factor (CF) of CF1or CF2 Contribution Factor 1 (CF1) - major assets - very high level operational capability. Contribution Factor 2 (CF2) - important assets - direct and high level operational capability. Contribution Factor 3 (CF3) - support assets - capability support function. Contribution Factor 4 (CF4) - general purpose assets - day-to-day base functions. Contribution Factor 5 (CF5) - low importance assets. MFPE requirements above BCA

  23. MFPE

  24. MFPE Chapter 3 – BCA does not address building certification requirements Chapter 4 – Break glass unit required Chapter 5 – BOWS is required where sprinkler system is specified by MFPE (asset protection), PA system to be provided with BOWS, SSISEP option to be applied Chapter 6 – BCA does not address bushfire management Chapter 7 – BCA does not have minimum maintenance requirements Chapter 8 – BCA does not address owner obligations relating to meeting broader building fire safety legislative and WHS obligations Chapter 9 – BCA does not require portable fire extinguishers or fire blankets in all areas Chapters 10, 11 & 12 – BCA does not address asset protection of strategic assets Chapter 13 – BCA does not address asset protection of strategic aircraft Chapter 14 – additional fire protection measures required to deal with explosives risks Chapter 15 – smoke detection system option to be applied, alarm acknowledgement facility option specified, multi-criterion detectors are not permitted Other MFPE requirements above BCA (options prescribed)
