Overview of Relevant Activities INCOBRA Dec.2018/Feb.2019, Brussels; Jan. 2019 Brasilia January 2019 Oct. 2018, Vienna ; December 2018 Sao Paolo Nov. 2016, Brussels; March 2018 Sao Paolo May 2016 June 2017 Rio; December 2018 Brasilia Guidelines for R&I Programme Alignment Survey & Mapping Exercises Focus Group Workshops (2) PolicyOutreach (2) Strategy Workshops (2) Trainings (2) Share the INCOBRA experience and gather recommendations for sustainable P”P cooperation from European and Brazilian funding Agencies All JPIs and 50 ERA-NET Initiatives on the EU side; 50 fundingorganizations on theBraziliansidewerecontactedtoindetifytheirinterest, needandchallangesforcooperation. Learnings and recommendations were presented to policy makers and agency representatives in Europe(SFIC.IGLO) and in Brazil (Science and Foregin Affairs Ministers) Guidelines will be shared with relevant stakeholders, Agency Networks in Europe and in Brazil . In total 11 FAPs and 3 federal agencies on the BR side and 9 JPIs were brought together. 6 JPI s carried on the work. Brazilian Funding organizations were provided training on Programming Process on Industry-Academia Cooperation as well as implementation of the H2020 co-funding arrangement. www.EuUsScienceTechnology.eu

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Major Achievements • Improving existing partnerships & facilitating new partnerships (e.g. 2 JPI Water calls in coordination with CONFAP, upcoming JPI UE Call with FINEP) • Increase visibility of Brazilian agencies; carrying out their interests and concerns to Europe • INCOBRA is the first initiative to broaden cooperation opportunities of funding organizations beyond H2020 and introduced the Joint Programming Initiatives • Recent EUREKA Global Start Call with Brazil is an outcome of INCOBRA activities and it was the most successful Global Stars call with 52 Applications! http://www.eurekanetwork.org/content/globalstars-brazil

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Main Findings- H020 Relevant • H2020 is in the focus of European-Brazilian STI cooperation. • 9 FAPs provides co-funding for H2020 • EC and CONFAP have signed implementing arrangement for ERC (21 FAPs participated in the 1st call) > mainly travel grants to connect BR postdocs supported by CAPES, CNPq and FAPs to ERC supported teams. • FINEP, CNPq as federal funding organizations, and CONFAP as national council of state funding organizations, have recently signed the implementing arrangement. • Except FAPESP other 25 FAPs do not usually engage directly with European networks/funding agencies. • 14 NCPs have been (gradually) nominated in Brazil to promote H2020. Training of NCPs is necessary for increasing the participation figures from Brazil.

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Major Challanges- P2P Relevant • Lack of knowledge on R&I competences at the national and regional levels in European countries and in Brazil • Limited number of shared platforms between BR and EU • Lack of consistent information on national and/or international funding programs and P2P cooperation • Bureaucratic policies and processes alongside the change of critical personnel in governing institutions (mostly on the Brazilian side) • Lack of continuous monitoring and evaluation of the joint programs and projects • Different procedures, terminology, call calendar, funding cycles and budgetary regulations in Brazil and in Europe (including long-term budget predictability) • Need for trust building efforts (even in the context of broadly shared objectives)

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Recommendations- P2P Relevant ForPolicyMakers • Contracting prospective studies(e.g. through tenders, grants) in areas identified as priorities for BR-EU MS cooperation • Establishing a permanent bilateral multilayer for a for R&I funding actors • Encouraging research entities to respond the national policies by developing and implementing their own institutional internationalization strategies • Establish national platforms for coordination and complementary actions at Policy Maker-Funding Agency-Research Entity levels (such as Beyond Europe Initiative of Austria) • Establish long-term "in-country" hubs so EU and BR communities can establish long-term trusting, interpersonal relationships.

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Recommendations- P2P Relevant ForFundingAgencies- General • Support 'in country' presence (inc. staff exchange schemes) • Participate proactively in existing European/International networks and intergovernmental initiatives (including more partnership through H2020-Horizon Europe Programmes) • Develop flexible instruments and governance structures that can facilitate bilateral R&I • Create Open Access databases for programmes/projects • Identify and support a network of local research and business advocates • Establish regular Intercultural Training programs for BR and EU R&I communities; Strengthen capacities, knowledge and competence in international cooperation within the organization • Promote international cooperationwithinthe national programmes

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Recommendations- P2P Relevant ForFundingAgencies- Call Relevant • Jointly identify priority topics • Establish codex of project management • Jointly Agree on success criteria for alignment • Facilitate access to funding for international cooperation activities (reduce bureaucracy) • Explore creation of funding instrument that can facilitate calls for proposals that are open year round

Learnings on the Alignment of European-Brazilian Funding Programmes INCOBRA Experience Recommendations- P2P Relevant For Research Entities • Working closely with policy makers and following the national policies in international STI cooperation • Clearly defined Internationalization Strategy • Using existing links and collaboration of the academics • Internationalization as mean of excellence (e.g. co-publications) • Investing in international cooperation, build capacity to implement not only educational but also research relevant international operations
