4. Decision 4/CP.4 • Chairman of SBSTA to establish consultative process...make recommendations on how issues and questions (in Annex) should be addressed... to achieve agreement on meaningful and effectihve actions to enhance implementation of Article 4.5 of the Convention

Relevant provisions of the UNFCCC • Article 4.5: “The developed countries and other developed countries in Annex II shall take all practicable steps to promote, facilitate and finance, as appropriate, the transfer of or access to environmentally sound technologies and know how to other Parties, particularly developing country Parties, to enable them to implement the provisions of the Convention.”…...

6. Relevant provisions of the UNFCCC • Article 4.7: “The extent to which developing country Parties will effectively implement their commitments under the Convention will depend on the effective implementation by developed country Parties of their commitments related to financial resources and transfer of technology…….”

7. Five COP decisions on transfer of technology • In its first 5 sessions, the COP has successfully adopted decisions 13/CP.1, Decision 7/CP.2, Decision 9/CP.3, 4/CP.4 and 9/CP.5 • The five decisions reiterated the importance of relevant provisions of Chapter 34 of Agenda 21

8. Key steps of the consultative process • Initial step was formation of a group of “Friends of the Chair” to assist the Chairman of SBSTA in the design of the consultative process • SBSTA 10 (June 1999) endorsed plan to organize three regional workshops • Decision 9/CP.5 extended the process until COP6

The consultative process: the three regional workshops • The first regional workshop was held in Africa from 16-18 August 1999 in Arusha, Tanzania • The second workshop for Asia and the Pacific Islands Region takes place from17 -19 January 2000 in Cebu City, Philippines • The third workshop for Latin America and the Caribbean Region will take place from 29-31 March 2000 in San Salvador, El Salvador

10. Goals of the regional workshops • To advance understanding and narrow differences on key issues related to the transfer of environmentally sound technologies to developing countries under the UNFCCC process; • To provide opportunities for Parties to exchange views and practical experience on technological cooperation projects and programs in the regional context;

11. Goals of the regional workshops • To generate information and ideas specific to the needs and concerns of countries in each region; • To provide input to the Chairman of the SBSTA to prepare a report on the outcome of the consultative process incorporating a draft text on a framework for meaningful and effective actions to enhance the implementation of Article 4.5 of the Convention.
