Louisiana Timeline • With the creation of the Department of Homeland Security it was recommended that all States consolidate the SAA with the Homeland Security Advisor where applicable. • In February 2003, Colonel Landry and MG Landreneau recommended to Governor Foster that LA Office of Homeland Security & Emergency Preparedness be designated the SAA and that LSP continue to manage all equipment funds for the State.

ODP Grant Concept • Supports the State Homeland Security Grant Program. • Designed for enhancing the Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) capabilities of state and local 1st Responders. • Funding for equipment, training, planning and exercises. • Ten (10) First Responders Supported by grant: • Fire Service • HazMat • EMS • Law Enforcement • Public Safety Communications • Government Administrative • Public Health • Health Care • Public Works • Emergency Management

Fiscal Year 2003 Urban Areas Security Initiative (UASI) • Definition of the Urban Area: the geographical borders of what constitutes the urban area -including any possible contiguous jurisdictions and mutual aid partners – must be drawn, and all participating jurisdictions within the border identified (Region 1) - $6,282,661 • LA Homeland Security/Emergency Preparedness Definition of Urban Area: All areas that run contiguous with the City of New Orleans, to include Metairie in Jefferson Parish, Chalmette in St. Bernard, and Belle Chasse in Plaquemines Parish. This area is recognized as Homeland Security Region 1 in the State of Louisiana.

FY03 SupplementalCritical Infrastructure Protection $3,338,000 • 50% of allocation must pass down to the locals. • Covers Critical Infrastructure during 17 March 2003 – 16 April 2003 / 20 – 30 May 2003 / 20 December 2003 – 9 January 2004 and any FUTURE cost associated with CIF during heightened alert status. • Money will be available for a 2 year period, any unspent money as of right now will be reclaimed by the Federal Government April 05.

Fiscal Year 2004 Urban Areas Security Initiative (UASI) New Orleans • Definition of the Urban Area: the geographical borders of what constitutes the urban area -including any possible contiguous jurisdictions and mutual aid partners – must be drawn, and all participating jurisdictions within the border identified (Region 1) - $7,110,625 • LA Homeland Security/Emergency Preparedness Definition of Urban Area: All areas that run contiguous with the City of New Orleans, to include Metairie in Jefferson Parish, Chalmette in St. Bernard, and Belle Chasse in Plaquemines Parish. This area is recognized as Homeland Security Region 1 in the State of Louisiana.

Fiscal Year 2004 Urban Areas Security Initiative (UASI) Baton Rouge • Definition of the Urban Area: the geographical borders of what constitutes the urban area -including any possible contiguous jurisdictions and mutual aid partners – must be drawn, and all participating jurisdictions within the border identified (Region 2) - $7,151,362 • Urban Area Definition: Louisiana Homeland Security Region 2 which includes East and West Baton Rouge Parish, East and West Feliciana Parish, Ascension Parish, Livingston Parish, Iberville Parish and Pointe Coupee Parish.

  46. LETPP Program Overview • The FY 2004 LETPP seeks to provide law enforcement communities with enhanced capabilities for detecting, deterring, disrupting, and preventing acts of terrorism. The FY 2004 LETPP will provide law enforcement communities with funds for the following • activities: • Information sharing to preempt terrorist attacks; • Target hardening to reduce vulnerability of selected high value targets; • Threat recognition to recognize the potential or development of a threat; • Intervention activities to interdict terrorists before • they can execute a threat; • 5) Interoperable communications; • 6) Management and administration.
