The issues

  • Apart from providing support to the national teams for carrying out sector-wide diagnosis, the Dakar node (Pôle de Dakar) is mandated to monitor educational polices in Africa (statistical monitoring, analyses, reference points for action)

  • It does this regularly by mobilising ISU data, information collected during national sector-wide analyses, and through the use of available surveys (household, employment,…)

Scope of the analysis

  • Trends compared 1990-2000-2005…

    • institutional context (national and international)

    • enrolment (access, retention, completion at the different levels of education)

  • Mobilisation of information on quality, internal and external effectiveness, funding

  • Simulation of changes in enrolment indicators for 2015-2020

    • Major institutional changes

    • Unprecedented progress towards achieving UPE

    • A general problem of quality of learning, though this can be solved, as far as quantity/quality arbitration is concerned

    • Pressure on Post Primary Education (PPE) for which reform was postponed.

    • At present pace and cost, potential growth in PPE may be difficult to sustain

    • External effectiveness of PPE poor since it is often far removed from the true picture of the markets

    • Inequitable and inefficient mode of funding

      • Individual gain from public resources is socially uneven as it increases with the length of time spent in schools

      • The share of private funding is greater for basic education levels

      • In PPE, undifferentiated public funding enhances imbalances

    • Success in achieving UPE underscores the urgent need for integrated sector-wide policies

    • No new phase, a continuation of the previoius phase, but a change of ambition for Educational Systems (ES),which demands that the following be taken into account:

      • Consolidation of a qualitative UPE

      • Deep reform of PPE

      • Arbitration that guarantees the financial and social sustainability of these policies within an adapted time-table

    Conclusions

    • New consensus to be built on more complex arbitrations (consensus on UPE was easy to achieve)

    • Contents, orientation of flows, funding to be determined taking the collective interest into account

    • These new projects will benefit from the changes in practices that have attended the progress towards achieveing UPE

    • But will require new tools of intervention and dialogue
