Challenge • In order to enable point-to-point or mediated health information exchange, senders and mediators of health information messages need a mechanism to determine a recipient’s address – such as Direct Address, IP Address, mailing address, phone/fax number, and service addresses (e.g. to support HL7 ORU). Today, this functionality is enabled through other mechanisms, such as calling the provider via telephone and asking for his/her address, but a scalable and standardized solution will be needed in order to enable state-level and national health information exchange.

  5. Scope • This project will focus on the transaction and data requirements to support maintenance of provider directories and EHR system queries to provider directories to provide routing information that will enable electronic health information exchange. • It will also support the development of certification criteria for EHRs to support provider directory messages. This initiative will not address directories that are used internally in organizations or systems or the exchanges between provider directories themselves.

Challenge – Digital Certificates • Nationwide exchange of health information requires a fabric of trust that enables secure, authenticated data transfer among providers, HIEs and other healthcare industry participants. A nationwide trust fabric is greatly facilitated by authentication methods that are secure, standardized, and broadly adopted. These methods help to set and query the identity policies and attributes of standards-based digital certificates, enabling a variety of contexts for secure exchange (signing, encryption, TLS, etc.).

  11. Scope • This project will evaluate Federal Bridge Certification Authority and associated Certificate Policies as a standard for certificate issuance, against the criteria of cost, market availability, complexity, and broad interoperability.
