The IGF – a useful compromise • WSIS and the Tunis Declaration – 2005 • Irresistible force meets immovable object – USA v China • The IGF was the result • ICANN and IANA, IETF, W3C etc. – the working bits • IGF and its national and regional offspring embody the spirit of self-regulation • Recognise the speed and complexity

The internet changes everything • The rise of the internet and the digital age – any time anywhere • Mobile phones • Desk top computers • Lap top computers • iPods • iTouch and MP3 players • iPad • Games consoles – handheld and static • Web cams – often with sound and often built in • WiFi, Bluetooth, GPS, location • Social networking, e-commerce • The internet – bringing them all together

Self regulation in the UK • 1996 – Internet Watch Foundation established • 2001 – Home Secretary’s Task Force on Internet Safety • Produced six individual codes of good practice: • Web based services • Moderation • Real life campaigns • Social networking • Location based services • Adult content on mobile phones, including short codes

Self regulation in the UK contd. • 2003 – Sexual Offences Act 2003, and later additions • 2004 – BT’s Cleanfeed created • 2005 – Age verification for online gambling • 2006 – Formation of CEOP • 2008 – Byron Review – formation of UKCCIS • 2010 – First kitemark for safety software launched • 2011 - Bailey Review – sexualisation and commercialization of childhood • 2011 – October meeting with Prime Minister • EU level: mobile phones, social networks, now ICT principles

  6. Not all plain sailing • RIPA • Data retention • Online behavioural advertising • Privacy and consent, especially Google and Facebook • But the basic model holds good.
