Objectives • Participants will understand the relationship between Focused Monitoring (FM) and the Continuous Improvement and Monitoring System (CIMS). • Participants will understand the Focused Monitoring Ranking, Data Verification and Selection process. • Participants will understand the Focused Monitoring Investigation and Improvement Planning Process • Participants will understand evidence of correction and evidence of change requirements. • Team Leaders and participants will develop a process to prepare for Focused Monitoring.

  3. OSE/EIS Monitoring Obligation IDEA: Focused Monitoring (Section 616(a)(2) The primary focus of Federal and State monitoring activities described in paragraph (1) shall be on (A) improving educational results and functional outcomes for all children with disabilities; and (B) ensuring that States meet the program requirements that are most closely related to improving educational results for children with disabilities.

Elements of a Focused Monitoring System • A limited number of priorities • Priorities linked to child outcome data • An annual ranking of LEAs and Service Areas based on priority area data • Verification of priority area data • Investigation of causative factors • Report of finding including evidence of correction and evidence of change • OSE/EIS support for improvement activities leading to evidence of correction and evidence of change.

  6. OSE/EIS Priority Areas Part B: • Identification of students as eligible for special education • Placement of students in special education programs • Drop out rate of students with disabilities Part C • Identification of children as eligible for Early On • Provision of Early On services within natural environments.

  7. Ranking of districts based upon outcome data • Conducted by the Center for Urban Studies, Wayne State University • Utilized three years of data for each indicator • Calculated Z-Score using all data points across priorities • Ranked districts based upon Z-Score

  8. Verification of Data • Determine if the data reported by the district is accurate. • Determine if there are district characteristics that must be considered to understand the data

  9. Investigation of Causative Factors • Infrastructure • Policies and Procedures • Practices • Supervision • Professional Learning

  10. OSE/EIS support for improvement activities leading to evidence of correction and evidence of change • Technical Assistance for Improvement Plan development • Monitoring of reports of progress • Evidence of correction and change review

  11. Summary • Focused Monitoring is a part of the OSE/EIS general supervision requirements • Districts are selected based upon their performance on OSE/EIS selected target child outcomes • Focused Monitoring examines the infrastructure, policies and procedures, practices, supervision and professional learning opportunities within the district or SA related to the priority area.

  12. Summary, cont. • The district/service area develops Improvement Plans to address areas of non-compliance. • The OSE/EIS provides technical assistance to the district/service area • The OSE/EIS monitors progress toward evidence of correction and change
