  2. Personnel Security and Suitability Program • The Federal Government mandates that all Federal employees have a background investigation to determine suitability (E.O. 10450)

Personnel Security and Suitability Program • Designed to measure human reliability and Suitability for government service • Process begins when applicant accepts a position with the Agency. • Applicant fills out the required security forms • These documents form the basis for the background investigation.

Personnel Security and Suitability Program • In 2004, the President of the U.S. signed into law Homeland Security Presidential Directive 12 (HSPD – 12) which: • Mandates the development and implementation of a mandatory, government-wide Standard for secure and reliable forms of identification for all Federal employees and contractors for access to federally controlled facilities and information systems (LincPass) • Requires all current employees to have a Background Investigation on file

Personnel Security and Suitability Program • Suitability: • Is the fitness or eligibility for employment and refers to identifiable character traits and past conduct which are sufficient to determine whether a given individual is likely or not likely to be able to carry out the duties of a federal job with appropriate efficiency and effectiveness

  6. Who Requires A Background Investigation? • All Federal employees appointed to covered positions with an appointment over 180 days • Covered position means a position in the competitive service, a position in the excepted service where the incumbent can be noncompetitively converted to the competitive service, and a career appointment to a position in the Senior Executive Service. • Anyone with a background investigation with a break in federal service of 24 months or more • Anyone with a position that is located within a USDA BSL facility

National Agency Check with Inquiries (NACI) • As of April 14, 2008, OPM mandated that all background investigations be processed through their electronic database for investigation processing • Processed on an electronic SF-85 form via Office of Personnel Management (OPM)’s Electronic Questionnaire for Investigation Processing (e-QIP) • It is not a clearance; it is solely a background investigation • Employee/Applicant must account for the past 5 years
