MODULE DESCRIPTION • In this module,we explore the gap between people effective access to digital and information technology,and those with very limited or no access at all.This includes the technology used,the imbalance both in physical access to effectively participate.It also provides an understanding on the previlege to use electronic information in society as well as the rights to equal,secure and reliable access.

  3. In addition,it highlights the discussion on how people with disabilities access the internet.We will also be focusing on some case studies,revealing how some Goverments have helped boost the growth of electronic access and bridged the digital gap in their countries.

  4. LEARNING OBJECTIVES • Explain what e-Access is • Instill appreciation of some Goverments-based digital initiatives • Share information on how and where to access the internet • Share information on how people with disabilities use technology • Instill positives attitudes towards the use of technology.

  5. LEARNING OUTCOMES • Understand what e-Access is • Appreciate how some goverments helped to boost e-Access • Know how and where to access the internet • Know how people with disabilities access the internet • Have positive attitude towards the use of technology

  6. DEFINITION • Is about understanding the previlege of using electronic information as well as the right to having equal,secure and reliable access

EQUITABLE INFORMATION ACCESS AND OVERCOMING THE DIGITAL DIVIDE • There are several different ways of gaining access to the internet.Each has its own strength and weakness.The following options are available for you to gain access to the internet: • Modem • Public internet services such as colleges and universities,commercial places(eg.hotel business centers,conference centers and airports)and internet or cyber cafes • Open and paid Wi-Fi wireless internet access • Cellular phones and PDAs

WHY INFORMATION ACCESS IS A GLOBAL ISSUE? • The reason was due to the great imbalance of internet access throughout the world thus creating a digital gap -What are the reasons that contribute towards this digital gap? • Shortage of ICT infrastructures • Lack of skills and capacities in institutions • Financial restriction • Poor participation in developmental programs

  9. INSTILLING THE RIGHT ATTITUDE There are many ways to instill the right attitude,but here we focus on two: • Appreciating the digital facilities • Being responsible when sharing knowledge and information

APPRECIATING DIGITAL FACILITIES • We should not misuse facilities to surf or post pornographic materials,engage in illegal gambling or other immoral activities • We should not vandalise internet kiosks • We should not overwhelm the bandwith by downloading big files during peak hours • We should not hack the network

BEING RESPONSIBLE WHEN SHARING KNOWLEDGE AND INFORMATION • We should not spread fabricated or incorrect information and news • We should not condemn others through blogs,websites, or community portals,because it may aggravate negative feelings and result in chaos and even civil wars • We should be sensitive towards different races and ethnic groups,religious beliefs as well as the needs of the nation.

EQUAL OPPORTUNITIES OF ELECTRONIC INVOLVEMENT FOR THE DISABLED There are certain ways for people with disabilities to be part of electronic involvement in the digital world: • Motor impairments-by using keyboard commands instead of the mouse • Viusal impairments or blindness-by enlarging the area of focus.For the colour blind people,programs should be able to run in a monochrome mode,whilecolours differing in darkness should be used

  13. Language and cognitive disabilities-by designing layouts in the most simple and straightforward way possible.It also helps if they are provided with srceen reading software when using the internetHearing impairments or deafness-by including visual forms in all auditory information

  14. Lesson learned Access the internet is a privilege and not many people have the oppurtunity to have one.Nevertheless,everyone has the right to enjoy the access.Therefore,within your capacity,you should help others to gain access to theinternet.
