PAP of DPD-RI The 1945 Constitution Constitusional Court (MK) House of Regional Representatives (DPD) Supreme Court (MA) PRESIDENT House of Representative (DPR) People’s Consultative Assembly (MPR) Supreme Audit Board (BPK) • Propose & discusscertain Bill related to regional interest and oversee its implementation. • Provide consideration of state budget and oversee its implementation. PAP Other Committes Committee 1 - 4 Audit Oversight State Budget Notes: PAP more focuses on state budget implementation by Local Government. Meanwhile State Financial Accountability Agency (BAKN-DPR-RI)more focuses on central government. • Follow up BPK audit as well as complaints from the public related to the corruption. 2 Farouk Muhammad : ACPAC

Following - Up BPK’s Recommendations PAP BPK Working Team BPK Province Recommendation (Findings Against Law) Prominent Cases Local Government Working Meeting • Rescuing the state's financial losses. • Encourage the follow up process of the recommendations that has not been followed up. 3 Farouk Muhammad : ACPAC

Cooperation With Law Enforcement Agencies Public Complains Result Working Meeting with Regional Government BPK Report To Law Enforcement Agency ●BPK’s audit results containing the indication of State’s financial losses against the law or allegedly corrupts, which: - Unfinished. - Very adverse. ●Information allegedly corruption. ●Undoubted handling of allegedly corruption. - Support by the evidence. Coordination meetings with Local Police dep./pub. Attorney and Law Enforcement agencies at Central Level ● Exchange information about corruption as well as mal. adm. ● Clarifying information related cases handled. 4 Farouk Muhammad : ACPAC

Obstacle and Problems of PAP ● Inconsistent, Overlapped, Contradictiveand Regulations. ● Different perception/interpretation on state’s financial losses assessments. ● Human resources factors: - high officials commitment; -quality of workers. ● Coordination and Integration: - BPK and law enforcement agencies; - Inter-Law Enforcement Agencies. 5 Farouk Muhammad : ACPAC

The Future of PAP ● Encourage Integrity of Local Government especially to achieve “good governance” and “clean government. ● Improve cooperation with BPK, Police Dep., Public Attorney,KPK, include BAKN DPR-RI andothers government agencies. ● Develop cooperation with CSOs. ● Establishes cooperation with similar institutions in neighboring countries for the same purpose. 6 Farouk Muhammad : ACPAC
