Québec’s Public Health Institute Institut national de santé publique du Québec (INSPQ): Created in 1998 What does INSPQ do? • A centre of expertise and reference on public health • Knowledge and experience based (research, literature reviews, support of local communities ) • Intersector strategies and actions aiming to improve health and well-being

Development of individuals and communities UNIT • Support for the Québec Healthy Cities and Towns Network (± 180 municipalities are members) • Training on public health and community development for regional and local managers • Assessing community capacity • Training and support on participatory process evaluation • Publishing : Journal Développement social • WHO Collaborating Center on the Development of Healthy Cities and Towns 3

  4. What is Community Development ? “ A voluntary cooperative process of mutual assistance and of building social ties between local residents and institutions, with the goal to improve physical, social and economic living conditions.” INSPQ and MSSS, 2002 4

  6. What link is there between community development and health determinants? THEREFORE • Local communities are the governance structure closest to the population who have the political legitimacy and the levers to act on most of these determinants • There are major differences between communities in terms of health, well-being and quality of life; and individuals and communities can help reduce these inequalities

Joint project with the CHSSN • PURPOSE : Promoting health in official language minority communities • 3 member committee : CHSSN + MSSS + INSPQ • 3 years + 3 months • 3 priorities : • Statistics on health among English-speaking Quebecers • Adapting health and social services to improve access • Community development • … in a perspective of knowledge transfer 8

  9. Community development priority Three phases • Develop a better understanding of English-speaking communities in Québec • Develop locally-adapted tools to support strong community leadership • Support CHSSN to support E-S communities in applying a community development approach

Survey with networks All networks will be asked to participate in a survey focusing on themes such as: • Forms of community organization • Local dynamics • Leadership • Sense of belonging • Governance Time required: a few hours What’s to be gained? Resultswill help get an overview of E-S communities in Québec and will be available to all 11

Community portraits A few (3 -5) pilot communities will participate in an in-depth portrait of their community • Not networks but communities • A participatory process • Principle of diversity • Voluntary • Same themes as in survey Time required :on-going part-time; will include developing tools and implementing the CD approach • Portraits : Sept. 2010 to March 2011 • Implementation : April 2011 to March 2012 What’s to be gained? • Process will give communities a better understanding of their situation • Results will be used to develop tools that will benefit the network as a whole

How will communities be identified for the portraits? • Are you interested in participating in the community portrait? • Are you able to set aside a little time to participate? • We need to have a broad range of communities • rural/urban/remote • large/small E-S community • different regions • established/new networks • other things we should consider?

TOOLS: Adapt, develop, test… Objectives : • Build on what you are already doing • Work with and adapt existing tools • Experiment with other tools • Develop new tools based on experience For example : • Guides for implementing a community development approach • Training manuals • Etc… Time required : part of the community initiative What’s to be gained? • Tools will be developed and tested with pilot communities • Tools will be available to all 14

  15. Apply community development approach with pilot communities • Objectives and outputs : • 1. Support for pilot communities (by CHSSN and INSPQ) • Training in community development • Support in using the tools developed • Follow-up • Assistance with healthy villages and cities approach, if desired • 2. Transfer lessons learned to all networks • On-going • CHSSN will have all new tools (on-line toolbox) • Training will be offered through all networks • Presentations for public health staff • Training for other organizations • Time required : part of the community initiative 15
