  5. 2007 policy context • Review of the implementation of the EECCA environmental strategy (at the Belgrade conf.) • End of process of the mid term review of the 6th Environmental Action Programme of the European Community

  6. If we would follow the EECCA env. strategy, the contents of the Belgrade 2007 report could look like: 1. Introduction 2. Environment and health and the quality of life • (Urban) air pollution • Water supply and sanitation • Waste and chemicals management 3. Management of natural resources in a sustainable way --Water resources management, including transboundary river basins and regional seas • Water scarcity • Water quality: • Managing the marine environment --Biodiversity and protection of ecosystems 4. Environmental policy making • An integrated approach to sectoral integration • Energy • Transport • Agriculture and forestry • Industry

If we would follow the 6th Environmental action plan of the EU the contents list could be: 1.Introduction 2.Climate change (Reducing greenhouse gas emissions, Adaptation) 3.Nature and biodiversity, • An integrated approach to halting biodiversity decline by 2010, land use • Nature protection: progress in Natura2000 • Managing the marine environment • Sustainable use of soils 4.Environment and health and quality of life, • Chemicals and pesticides • Water quality • Air quality • Noise 5.Natural resources and wastes (Decoupling resource consumption, generation of waste, Re-use and recycling). 6.Objectives and priority areas for action on international issues • The EU in the wider world: trade and environment 7.Environmental policy making • Experiences in the thematic strategy approach • Integration of environment in sectoral policies, from Cardiff to Lisbon

Climate change (Impacts, Reducing greenhouse gas emissions, Adaptation) 4. Nature and biodiversity, • An integrated approach to halting biodiversity decline by 2010, land use • Nature protection (progress in Natura2000 and other designation) • Managing the marine environment • Sustainable use of soils 5.Natural resources and wastes (resource consumption, water scarcity, generation of waste, re-use and recycling). 6.Europe and the wider world, transboundary issues 7.Environmental policy making • Integration of environment in sectoral policies • Energy • Transport • Agriculture • Industry

  11. Common principles for report production (for discussion!) • The main strategic documents will be the starting point of the 2007 assessment • Use of the EEA and EECCA core set of indicators • Integrated assessment by expert/author working groups, including stakeholder consultation

Products EEA’s 2007 Belgrade Report – Progress in the outcomes of environmental policies in the whole of Europe as apparent from changes in pressures and the state of the environment and its impacts on human beings and ecosystems Inputs / half products European scenarios (EEA, UNEP GEO, OECD Outlook) Environmental indicators in EEA countries and Balkan EECCA environmental indicators Environmentaland health indicators (WHO) Socio-economic indicators (various international organisations) EEA data warehouse Information and knowledge base (system) Scenario reports EEA website EEA data warehouse Report EECCA indicators EHIS and ENHIS Dataflows Data collection within each of these processes Ongoing EEA/ EIONET data reporting Activity under TACIS project Ongoing data collection WHO Semi-automated transfer from int. databases Data collection mechanisms and the building of a knowledge basis

Data collection mechanisms and the building of a knowledge basis • Socioeconomic data: captured from international databasis (UN, OECD, EUROSTAT, and others) -> EEA datawarehouse • EEA environmental data and indicators -> EEA website • EECCA environmental data and indicators -> report EECCA indicators (also on web) • Environment and health indicators -> WHO (EHIS and ENHIS)

  14. Environmental data collection specifics • Data collection through the production of indicators • No Belgrade report questionnaire planned • Additional use of international databases (UNSO-questionnaire results, EMEP, UNFCCC, EEA-AIRBASE, etc)
