  • 74 days of discussion and debate
  • Atmosphere of distrust and tension
  • Vietminh’s officials avoided Boa Dai’s reps, boycotted the French, negotiated eventually through the Chinese
  • US’ hands tied – Eisenhower had already ruled out, unilaterally, US military alternative in SE Asia
  • “I have never known a conference of this kind. The parties would not make direct contact, and we were in constant danger of one or another backing out the door” Anthony Eden (Karnow 215)
