Who is affected and When – Background • Originally SEND (Special Educational Needs and Disabilities) legislation emanating from the Green Paper Support and Aspiration. • The Children and Families Bill should be enacted in September 2014. • Pathfinders – since 2011, due to report March 2013 but now September 2014 • As the City Council we need to be in a position to respond by September 2014.

Aspects Covered by the Bill • Integrated / Single Assessment (CS, CHSC, CSS, P) • Education Care and Health Plans (CS,CHSC,P) • The Local Offer ( All ) • Planning and Commissioning (CS, CHSC, CSS, P) • Transitions 0- 25 (CS,CHSC,CSS,P) • Personal Budgets (CS,CHSC,CSS,P) • Voluntary and Community Sector (All) • Vulnerable Children / LAC (CS, CHSC) • Mediation and Appeals (All) • Childcare (All and the Council as an Employer) • Adoption (All and the Council as an Employer) • Virtual Head (CS) • Office of the Children’s Commissioner ( All ) • Family Justice System (All ) • Shared Parental Leave Flexible Working (All and the Council as an Employer)

Key Issues for HWB (from Pathfinders) • HWB needs to be part of the governance arrangements for the delivery of the Children and Families Bill • In conjunction with local Safeguarding Children’s Board and The Children’s Trust. • Roles need to be defined in the light of the new legislation • We need engagement and communication with commissioners across education, health and social care? • The CCG is likely to have enhanced responsibilities from individual to strategic.

  5. Next Steps • Get buy in from leads across the LA and key governance bodies. • Make people aware of the scope of the Bill (OCT, CMT, HWB) • Develop a Project Plan and identify leads. • Develop relevant workstreams • Develop accountability mechanisms • Keep it on track • Deliver
