  4. The American Government: • In the USSR and China Stalin and Mao consulted senior figures and had the final say. There was no free press to complicate matters and public opinion could be largely discounted • In The US the press and public opinion were a considerable influence • The US constitution shared power amongst institutions to guard against authoritarianism

  5. How American Cold War policy was shaped: Summary • Truman had a black and white view of the world and morality. The apparent aggression of the USSR appalled him and he was not prepared to be pushed around. • He followed the policy of ‘Containment’ • The NSC was set up to advise the President in the new context of the Cold War. It introduced influential policy statements including NSC68; which called for a massive increase in military expenditure • It also set up the CIA. This would gather intelligence • McCarthy claimed that he knew of 205 communists in the State department. This intensified anti-Communist sentiment and made the conduct of foreign policy more difficult • Most Soviet agents had been rounded up by the FBI between 1945 and 1950; before McCarthur’s influence. However hysteria reached an all time high and the government was criticised
