    4. 4 MCTL Supports METL DEVELOPMENT METL – a Unit’s “Capability” List or “Design capability” of a Unit Enables comparison of “required capabilities” with “current capabilities” Uses for a METL Training Management Operational Planning Deployment Planning – match Readiness to Requirements Modeling / Wargaming Investment / Allocation of Resources Quantify the impacts of shortfalls Global Force Management – Development of Force sourcing solutions Establish Common Terms of Reference Externally focused essential tasks build a METL. METs should reflect services or functions that units provide to the JTF, to the MAGTF, to other units, etc. Things a unit or HQ does to support itself are critical supporting tasks. Box Test – Draw a box around a unit – does this task leave the box?
