  4. Day Reporting Center (DRC) Facts • The first DRC opened in England in 1974 as a solution to prison overcrowding. • The first US DRC opened in 1986 in Massachusetts. • By 1995 there were 114 DRCs in 22 states.

  6. A DRC is not a “get out of jail free” program.

  7. Why a DRC? • Albert Einstein defined insanity as “doing the same thing over and over again and expecting different results.”

  8. DRC Benefits • Improves jail safety by reducing overcrowding • Cost savings - $65/day in Jail compared to $28/day in DRC • Recidivism reduction - 18.2% compared to national average of 67.5%

  9. Jail Safety • DRC reduced average daily population (ADP) • Franklin County Jail • 2005 ADP - 376 • 2010 ADP – 328 • Reduction in ADP of 48

  10. Cost Savings • New jail cost $65,000 per bed to build • 150 less beds due to addition of DRC • $9.75 million saved in building costs • Reduction in ADP saves over $1,000,000 per year

  11. DRC Study Results • Standard Probation (SP) offenders were rearrested less then the national statistics. (47.8% vs. 67.5%) • DRC offenders were rearrested at a rate much lower than both the national statistics and SP offenders studied. (18.2%)

  13. Criminogenic Ricks • Anti-social attitudes, values, and beliefs (criminal thinking) • Pro-criminal associates and isolation from pro-social associates. • Particular temperament and behavioral characteristics (egocentrism, weak problem-solving and social skills) • Criminal history

Criminogenic Risks • Negative family factors (abuse, unstructured environment, criminality in family, substance abuse in family) • Low levels of vocational skills • Low levels of educational skills • Substance abuse. The more risk factors present the greater the risk of committing criminal acts.

Program Guidelines • A phase program will be used to determine number of days per week the offender is expected to be at the center. • Individual treatment plans will determine what program components the offender will participate in daily and weekly. • Anyone who does not comply with program rules will violate probation.
