Project Purpose Develop a six year strategic growth plan for CaBi Project capital and operating costs to develop funding needs support adequate budgeting and identify funding sources The Arlington County Transit Development Plan (TDP) for Capital Bikeshare (CaBi) will be the first of its kind, including a comprehensive review of the existing and planned CaBi service and plans for the next six years.
