European Neighbourhood and Partnership Instrument • Main channel of EC assistance in the region (close to 12 Billion Euros (2007-2013) financial regulation • “geographical programming”: complementary with other instruments / programmes • Main objective (article 1): “development of an area of prosperity and good neighbourliness”

(recital 13)‏ • “Assistance should support “issues such as asylum, migration and readmission, and the fight against, and prevention of, trafficking in human beings as well as terrorism and organised crime,” (Art 2. 2 r)‏

  15. ENPI programming • General trends: • Strong focus on trade facilitation • Little spending planned on education and health • Focus on migration • Gender absent from most CSPs • Participation: • Very little CSO participation • National parliaments and local authorities often out of the process

What is programming? • Programming is an essential decision-making process aimed at defining the EC strategy for countries receiving external assistance • For “neighbouring” countries, it defines EC assistance to support the implementation of the Action Plan • Country Strategy Papers, Regional SPs, Indicative Programmes, Annual Action Programmes

EC Assistance Programming documents • Strategy Papers: They define the long-term objectives for cooperation and identify the strategic priorities and the specific fields of action • Multi-annual Indicative Programmes:Based on the strategy papers, they contain a description of sectoral and cross-cutting issues, specific objectives, expected results and budget • Action Programmes:Adopted on an annual or biannual basis, they include a list of projects/programmes to be financed

  35. European Consensus on Development • Policy document – not legally binding • Includes a part applicable to all EU Member States (!)‏ • Applies to all countries defined as developing by the OECD/DAC: all “ENP” countries except Israel and Russia

Main content - EU • Primary and overarching objective of EU development cooperation is the eradication of poverty in the context of sustainable development, including the pursuit of the MDGs • Objective of policy coherence: “the EU shall take account of the objectives of development cooperation in all policies that it implements which are likely to affect developing countries, and that these policies support development objectives.” • Common values: “human rights, fundamental freedoms, peace, democracy, good governance, gender equality, the rule of law, solidarity and justice”

Treaty Establishing the European Community • Article 3.2  Gender Equality In all the activities referred to in this Article, the Community shall aim to eliminate inequalities, and to promote equality, between men and women. (incl. development cooperation)‏ • Article 6 Environment Environmental protection requirements must be integrated into the definition and implementation of the Community policies and activities referred to in Article 3, in particular with a view to promoting sustainable development.

Article 177: Poverty Eradication 1.   Community policy in the sphere of development cooperation, shall foster: -  the sustainable economic and social development of the developing countries, and more particularly the most disadvantaged among them, -  the smooth and gradual integration of the developing countries into the world economy, -  the campaign against poverty in the developing countries. 2.   Community policy in this area shall contribute to the general objective of developing and consolidating democracy and the rule of law, and to that of respecting human rights and fundamental freedoms. 3.   The Community and the Member States shall comply with the commitments and take account of the objectives they have approved in the context of the United Nations and other competent international organisations.
