DoN Services Contract Spend Analysis • Acquisition of Services vital to meeting DoN mission. • Non-product related service spending is approximately $1.1B • Increased scrutiny on acquisition of services • Legislative challenge • DoDIG/GAO recommend improved oversight on acquisition of services DASN (ACQ)

DoN Services Contract Spend Analysis • DoN Study “Efficiency and Effectiveness of DoN Materiel Establishment” (Booz/Allen/Hamilton) identified target opportunities for savings. • Senior level DoN IPT established to complete review of services spend across SYSCOM to identify opportunities for strategic contracting. DASN (ACQ)

DoN Services Contract Spend Analysis • IPT conducted thorough review/analysis of DoN services contracts • Basic assumptions: • Must be consistent with DoN objectives for Small Business/preferred sources participation • International differences may constrain strategic acquisition of foreign requirements • Equipment installation services are too system specific to be scalable • Recurring services more scalable than Non-recurring services DASN (ACQ)
