What Are the HMIS Data and Technical Standards? • Data collection and technical requirements for implementation of Homeless Management Information Systems (HMIS) including: • Data elements and definitions; • Participation requirements for homeless service programs; • Privacy standards for data collection, uses and disclosures; • Security standards for protection of client information; and • Technical standards for the storage and removal of data. • Final Notice of HMIS Data and Technical Standards was published via the Federal Register on July 30, 2004 with an effective date of August 30, 2004. • Handout: HMIS Data and Technical Standards Final Notice also available at: http://www.hud.gov/offices/cpd/homeless/hmis/standards/index.cfm Prepared by Abt Associates for the U.S. Department of Housing and Urban Development

The Data and Technical Standards Apply to: • Recipients of HUD McKinney-Vento Act program funds including: • Emergency Shelter Grant (ESG); • Supported Housing Programs (SHP); • Shelter plus Care (S+C); • Section 8 Moderate Rehabilitation for Single Room Occupancy (SRO); and • Housing Opportunities for Persons with AIDS (HOPWA) projects that target homeless persons. • HUD encourages participation of other federal and non- federal programs that serve homeless persons. Participation Requirements - Domestic Violence Providers • In January 2006, the Violence Against Women Act (VAWA) Reauthorization of 2005 became law. • VAWA contains provisions that amend the McKinney-Vento Homeless Assistance Act relating to the disclosure of data to HMIS by domestic violence providers. Why Did HUD Create the National Data and Technical Standards? • To understand the extent and scope of homelessness (who, how many, service use/needs) by collecting client data in a uniform, consistent, and accurate manner across programs by: • Providing clear and precise meanings for the types of information collected by local homeless assistance providers; and • Ensuring that providers are collecting the same types of information consistently. Why Did HUD Create National Data and Technical Standards for HMIS? • To help further standardize reporting across federal programs and other programs that provide homeless services. • The national data standards have the potential to greatly streamline reporting requirements and permit analysis of how programs are working together to address homelessness. Why Did HUD Create National Data and Technical Standards for HMIS? • To help protect client confidentiality and storage, use and disclosure of client data through uniform privacy and security provisions. • Set high baseline standards for all users of HMIS data; and • Provide important safeguards for personal information collected from all homeless clients. Why Did HUD Create National Data and Technical Standards for HMIS? • Plan for the reduction/ending of homelessness with uniform, longitudinal data by which to make effective programming decisions to reduce or end homelessness. Congressional Direction • In 2001, Congress directed HUD to provide data and analysis on the extent and nature of homelessness and the effectiveness of the McKinney Act programs, including: • Developing unduplicated counts of clients served at the local level; • Analyzing patterns of service use; and • Evaluating the effectiveness of these systems. • The Data and Technical Standards were required to accurately provide the data to Congress. Final HMIS Notice sets standards for: • All users of HMIS and all computers accessing HMIS regardless of funding source • Data collection requirements • Participation requirements by funding source • Requirements for central administrator agencies • Privacy standards for ensuring confidentiality of client data • Security and technical specifications for collection, storage, and removal of client data Prepared by Abt Associates for the U.S. Department of Housing and Urban Development
