  5. Observation #1 • COMSTAC observes that the Notice of Proposed Rule Making related to 14 CFR Part 420 on February 16, 2011 includes positive changes to Part 420 based on experience gained during the licensing of a number of spaceports. COMSTAC STOWG

  6. Finding #1 • COMSTAC finds that 14 CFR Part 420 is a better fit for traditional launch sites than aerospace ports. In addition, the rules are a better fit for traditional launch vehicles than the type that typically operate from an aerospace port. • <Proposed Recommendation?> COMSTAC STOWG

  7. Recommendation #1 • COMSTAC recommends that 14 CFR Part 420 Appendix E be updated to include: • Explosive Equivalents for Hybrid Launch Vehicles • Intraline Distances for common energetic liquids COMSTAC STOWG

Finding #2 • COMSTAC finds that the following FAA-AST publications should integrate references to the economic and environmental impact of commercial spaceports : • AST US Commercial Space Transportation Development and Concepts, Vehicles, Technologies and Spaceports could: • Add section to its existing Regulatory and Legislative Developments section • FAA Aerospace Forecast and AST Support Services for Commercial Space Transportation • Add aerospace port sections COMSTAC STOWG

  11. Observation #2 • COMSTAC Observes that the awarding of STIM grants over the past two years has greatly assisted spaceports in their ability to improve their infrastructure needs. COMSTAC STOWG

Education, Media, PR • General spaceports perception • NASA/USAF centric Vertical Launch • Educate about Private Launch; Vertical and Horizontal • Investors rely on and require FAA generated PR/Media/Education Campaigns • Main support deterrent are “unknowns” and lack of support from: • Local communities • Environmental groups • Risk-Insurance-Liability providers COMSTAC STOWG

Observation #3 • Aero spaceports investors, insurance, legal and community decision making groups review and value FAA-AST guidance regarding the economic, social, risks and environmental impacts of spaceport licensing from publications such as: • FAA Aerospace Forecast • FAA Support Services for Commercial Space Transportation • US Commercial Space Transportation Development and Concepts: Vehicles, Technologies and Spaceports COMSTAC STOWG
