  2. Every Child Matters (ECM) • Green Paper 2003 • Lord Laming enquiry • Identified failures to intervene early • Children Act 2004 • Created Children’s Trusts, Directors of Children’s Services, Local Safeguarding Children Boards, duty to safeguard children • Integrated inspection framework

  3. ECM Outcomes Framework • Five outcomes for children: • be healthy • stay safe • enjoy and achieve • make a positive contribution • achieve economic wellbeing • Underpinned by: • 25 aims • Inspection framework • Targets and indicators

  4. Indicator on road traffic accidents DfT PSA 5: Reduce the number of children killed or seriously injured in Great Britain in road accidents by 50% by 2010, compared with the average for 1994-98, tackling the significantly higher incidence in disadvantaged communities

  5. Local Government White Paper • Aim: to bring more power to local government, local communities and other local service providers • New performance framework • 198 indicators across all local government (National Indicator Set) • Up to 35 priorities agreed for each area through Local Area Agreement • Comprehensive Area Assessment • Reducing Data Burdens

The Children’s Plan • New Department for Children Schools and Families created in 2007 • 2020 goals: “This country should be the best place in the world for children and young people to grow up” • Children’s Plan goals relate to ECM outcomes, Department Strategic Objectives and Public Service Agreements • Monitored through National Indicator Set

  7. NI 50: Emotional health of children • The percentage of children who enjoy good relationshipswith their family and friends • Data taken from TellUs survey

  8. NI 62: Stability of placements of looked after children: number of placements Data taken from SSDA903 (looked after children) return

  9. NI 75: Achievement at GCSE or equivalent

  10. Current Developments • NIS refresh • School level wellbeing indicators • DCSF/Ofsted consultation currently being analysed • Package of indicators proposed: • School level data from NIS (attendance, school lunch, sport etc) • Parent and pupil perception surveys
