The New Federalism • More control to state and local governments “…closest to the citizens the opportunity to address more of their issues.” • Revenue sharing • Gave more power to the federal government • Imposing conditions/cut off funds • Increase executive power • Impounded funds • Declared unconstitutional

Nixon’s Foreign Policy • Henry Kissinger • Similar views: Vietnam, containing communism, practical approach versus ideology • Focus on China & Soviet Union • Détente (relaxation of tensions) • China • Since 1949, U.S. refused to accept Chinese government • Nixon lifted trade & travel restrictions • Withdrew the defending fleet from Taiwan • Visited in Feb ‘72 “…establish more normal relations”
