  3. Del Ewww.edudel.nic.in Del E is a system developed in-house Under EMIS Component of SSA and implemented for online management of Department of Education with self enforcement mechanism.

  4. Why Del E? • Department of Education is the largest Department of Govt. of NCT of Delhi with • 45,000 employees • 969 Government schools • 28 Zones • 11 Districts • 5 Regions and various branches at HQ level. • In such a large set up, timely communication with field units, compilation of data from field units and the effective monitoring of their functioning is a challenging task.

  5. The Del E? • A comprehensive and functionally effective web-based and EMIS based Del E has been developed in the department through which all the schools, zonal offices, district offices, regional offices and various branches of HQ are inter-linked. • Del E has given way to e-Governance which is effective, reliable, transparent, accountable and accepted by all the stakeholders.

Del E: A Self Enforcement Mechanism • Every Module has an Enforcement Mechanism to ensure compliance by all the stakeholders. • For Example, Employee Module has Pay Roll generation as Enforcement Mechanism. Pay Bill of an employee can be generated only if all the particulars are correctly filled. • For Finance Module, Sanction Order is to be generated else funds can not be drawn. • For Court Module, issue of Online BTF serves as an Enforcement Mechanism. • For Student Module, issuance of online Mark sheet is the Enforcement Mechanism. 9

Impact of the Initiatives as experienced by the Officers/Officials/Public • All the Heads of Schools have been trained to use online modules hence they have become computer savvy. • Paper work has been reduced. • Tracing of a file has become easy. • Permanent and accurate data available at any point of time on a mouse click. • Objective inspections by the officers by using real time reports. • All the stakeholders are comfortable with the online system.

Benefits being experienced by the Officers/Officials/Public • Dissemination of information in minutes to all the 969 government schools situated at different places in Delhi i.e. Urban as well as Rural areas. • Del E Mail has opened the doors to share the problems directly with the highest officers and even to Minister of Education. • Information regarding schools, their location, attendance, result etc. available in public domain.

E-Governance Initiatives Contd… • Teachers have access to online circulars, can fill up online ACRs, Apply for online transfer and can take computer generated pay slips • School Principals send attendance online, get online permission for various jobs, have all the schools records in electronic mode that are accessible in no time. • Officers can get any type of data, a report about any teacher or students online.

  14. CALtoonz- Computer Aided Learning (CAL): CALtoonz

  15. Computer Aided Learning (CAL) Initiative • Under the CAL Component of SSA, the Department has set up its own lab for completing the entire work required for the development of interactive multimedia based animated content to support classroom teaching learning process in the schools of Delhi. • All the government schools and around 400 MCD schools have been equipped with CAL Labs. The efforts are being made to ensure the effective utilization of the CAL Labs and also to develop more material based on the NCERT syllabus.

  16. Computer Aided Learning (Contd…) Computer Aided Learning (CAL) • Animated lessons have been developed based on the SCERT/NCERT syllabus for classes VI and VIII. • Multimedia Labs have been established in all 924 government schools. • The project is now extended to MCD schools.

DISE Online • The DISE data is being collected through a well designed on-line module. • In addition to the information required for further submission to NUEPA and MHRD, the Department is also collecting information upto Sr. Secondary Level through the same module. • The module was introduced in 2006-07 and is working well.
