  2. Why are ICTs important? Key business concerns: • Speed – facilitated deployment • Cost – cost-effective transfers • Certainty – planning purposes • Consistency – common standards

  3. Specific status of ICTs • Starting point for developing legislation: • Temporary transfer • Not part of the local labour market • Employer maintains full responsibilities

  4. Key attributes in legislation • Common and relevant admission criteria • A definition of ICTs that takes into account evolving ICT practices • Streamlined and simplified application process • Appropriate scope of work permits and Visa • Improved conditions for ICT’s spouse and family

  5. AmCham proposal for a fast-track procedure • The EU system we propose has three broad stages: • Sponsor License Application • Primary Work Permit Application • Secondary Work Permit

  6. Obligations of sponsoring employer • Provide health care coverage • Repatriation to home country at no cost to the “public purse” • Ensure compliance with tax regulations • Allow for accommodation and any increased living costs in the host country • Provide fair compensation
