  2. Today’s Agenda 8:30 WELCOME & INTRODUCTIONS 8:40 Status update on gov’t energy efficiency projects State agencies, schools, municipalities, higher-ed 9:00 WISE Showcase Energy Audit Report Engineering Economics, Inc. / EMNRD / GSD 9:25 WISE Program & Showcase Project opportunity for questions 9:45 NETWORKING BREAK 10:00Energy Services Coalition 12:00 ADJOURN

  3. WISE = • Whole-Building • Investments in • Sustainable • Efficiency • Goal: 20% x 2020

  4. ARRA “Headstart” • $12 million in ARRA projects, GSD buildings • WISE can take credit for ARRA projects • WISE baseline year = 2011 • Santa Fe GSD buildings: 10% energy savings (FY11 to FY13 comparison)

  5. WISE Showcase Energy Audit • Facility: South Capital Complex, Santa Fe • Simms, Montoya, Runnels Buildings • Lujan and Chino Buildings not included • 378,500 square feet • Interesting Facts • State Data Center (Simms) • Simms energy intensity 6x other buildings • Shared chilled water • Recent ARRA projects • Consultant: Engineering Economics, Inc.

  6. Summary of Findings • Baseline • ~10 million kWh / $900K per year • ~7,000 million Btu / $37K per year • Savings • ~22% • ~2.4 million kWh / $200,000 per year • ~2,600 million Btu / $12,000 per year

  7. Preliminary Energy-Use Analysis (PEA) • Energy Use Intensity (Thousand BTU / S.F./Yr.) • CBECS Table 5b. 2003 Total West Office Avg. Site Energy EUI = 72

  8. Measures: State Data Center • “Targeted” energy audit • Redundant HVAC systems • Use of outside air to cool Data Center • Eliminate overhead supply ductwork • Add fluid cooler to chilled water circuit • Combined savings: ~$67,000 per year

  9. Measures: Simms Office • Replace dual duct pneumatic terminal units • Remove OA/condenser pre-heat coil • Replace older inefficient electric pump motors

  10. Measures: Montoya • Remove inlet guide vanes on hot deck fan systems and install VFDs • Eliminate remaining pneumatic devices • Correct various operational and control issues

  11. Measures: Runnels • Recent HVAC renovation • Replace heating water pump motors and add VFDs • Convert heating water loop to variable flow

  12. Measures: Lighting • T-8 fluorescents existing • LED fixture replacement proposed • Previous experience with Chino Building (1,000 fixtures)

  13. Funding the Project • Capital Building Repair Fund • GSD developed request • State Board of Finance approval December 17th • $2.08 million total approved • 50 / 50 split for lighting / HVAC • GSD proceeding with design and projects

  14. Procurement Guidance:Selecting an ESCO • Procurement is the responsibility of the agency requesting services and agency paying utility bills. Options available are: • Conduct an RFP process • Use a statewide price agreement (SPA) • Use a SPA GSA vendor. • More info: see www.CleanEnergyNM.org, Clean Energy Performance Financing

  15. To get more information… • www.CleanEnergyNM.org • “Clean Energy Performance Financing” • Statute • Model documents • www.generalservices.state.nm.us/statepurchasing/Statewide_Price_Agreements.aspx • Building Service & Maintenance • Services (see “Energy Management Services”)
