Thematic Area “Civil Protection” SCENARIO To encourage the current reform processes in the scope of the civil protection system; assist and support the institutional bodies involved in the process of transformation through ad-hoc training activities To develop the “culture” of Civil Protection based in particular on prevention as well as on emergency management and reconstruction To contribute to the re-organization ofthe involved administrations in the sector of Civil Protection in accordance with the “principles of quality” by considering the community not as a passive beneficiary of the assistance but as an active body with rights and duties

MEDIUM-TERM OBJECTIVES • To provide those operating in the civil protection system with effective expertise • To augment the capacities of emergency planning and management of each community • To enhance the sharing of experiences and information with other countries and facilitate interaction in the Balkans

CREATION OF A PROFESSIONAL COMMUNITY FOR CIVIL PROTECTION OFFICERS • Modern technologies help spread information among civil protection professionals; a professional community can be of great support to the building of • an interactive field • where: • languages • methods • procedures • can be standardized

The community gathers all officers operating in the various areas of Civil • Protection throughout the Balkan countries involved in the project and in need for a flexible tool to:       ·              • ·              • Maintain and broaden the users’ network • Facilitate the interchange of inquiries, solutions and “best practices” • Encourage development and spread of a common language and methodology within Balkan Public Administrations in the Civil Protection sector • Allow for consultancy of specialized experts • Provide useful materials (booklets, guides, forms, etc.).

Training activities seminars basic courses • The training content generally includes: • Civil Protection regulatory systems and governance • prevention and mitigation of risks and creation of the scenarios of reference • Civil Protection methods and planning techniques: prevision, prevention and risk reduction • Civil Protection methods and planning techniques: emergency plans, emergency management, recovery actions.

Training activities seminars basic courses With the experience gained through multi-year training on Civil Protection in the Public Administration and the involvement of the Department of Civil Protection which has given its support in terms of scientific, technical and teaching expertise, Formez has been able to provide very high quality training activities.

Bosnia and Herzegovina Ministry of Security Civil Protection Sector NEXT STEPS: 1. – STAGE: The project implies the realization of a STAGE for Civil Protection officers to be held in Italy’s most relevant Public Admini-strations such as the Department of Civil Protection, Forestry Corps, Fire Brigade, etc.. The target work group will study the key experiences carried out in Italy through internships and study visits. Regional Authorities will be invited to meet with the stagers and discuss possible lines of collaboration.

Bosnia and Herzegovina Ministry of Security Civil Protection Sector NEXT STEPS: 2. – TRANS-NATIONAL SEMINAR At the end of the STAGE, all the stagers of the Balkan Project guide-lines (Civil Protection, Protected Areas and Cultural Heritage) will participate in a seminar on “Protecting architecture, cultural and environmental heritage from the risks of natural and man-made disasters”. The aim of the seminar is to establish a forum of discussion regarding a key topic for the identity of the countries on the Adriatic sea and to promote strategies for the protection and preservation of strategic resources which are very important for the sustainable development of these areas. This is a topic on which Italy pays much attention and which is a priority of the “IPA ADRIATIC CROSS-BORDER COOPERATION PROGRAMME - Measure 2.2 – Natural and Cultural Resource Management and Prevention of Natural and Technological Risks”

  27. Bosnia and Herzegovina Ministry of Security Civil Protection Sector NEXT STEPS: 3. - FINAL CONFERENCE A final event will be organized to discuss the project results and to comprehend to what extent the expectations of the countries involved have been met, as well as to consider any possible further development of the project.
