  1. Coalition for African Rice Development (CARD)andNational Rice Development Strategies (NRDS) CARD Secretariat January 2009

  2. Production and Consumption of Major Grains in Africa Widening Demand-supply Gap (Rice and Wheat) Wheat Rice (Milled) + World High Food Prices Food Crisis Maize Sorghum Necessity of Productivity Improvement “Green Revolution” in Africa

  3. Increasing rate of area:3.3 times Increasing rate of yield per unit area:1.4 times Why rice promotion in Africa? Expanding Consumptionof Rice ・Rice is rapidly becoming the main staple food for urban and rural consumers alike. Potential of Productivity Improvementof Rice ・Possibility to increase yield per unit with basic technology transfer and inputs such as fertilizer and improved seeds. ・Suitable weather since rice is tropical crop originally. (Very limited area for wheat cultivation) ・Large availability of undeveloped wetlands. Increasing rate of yield per unit area:2.2 times Increasing rate of area :1.3 times Potential for Asia/Africa Cooperation Possible participation of rice experts and research institutions from Asian countries.

  4. How CARD developed • Preparation starts (Oct ‘07) • JICA – AGRA high level meetings (Jan ‘08) • Ag – experts meeting in Tokyo (Mar ‘08) Build – up TICAD IV • Official launch of CARD (May ‘08) • Technical meeting in Cotonou (Sep ‘08) • Secretary set up (Oct ‘08) • First General Meeting (Oct ‘08) Operational inception

  5. CARD… (1) • is a consultative group of bilateral and multilateral donors and African and international institutions • aims at doubling the rice production in Sub-Sahara Africa by 2018 • fully respects African ownership and leadership (e.g. PRSP, CAADP)

  6. CARD… (2) • harmonizes and coordinateson-going initiatives and frameworks • facilitates resources and opportunities to match the needs of African rice-producing countries … and….

  7. CARD… (3) • does not directly manage fund for project implementation • Rice development: too broad. Better to harness comparative advantage of partners • Short-term: promote collaboration of on-going projects • Long-term: Streamline rice strategies in their cooperate strategies for sustainable investment. (and more sustainable solution than funding mechanisms)

  8. How CARD benefits • Increased investment in the rice-sector • More rice-specific / rice-related projects from Supporting Partners could be expected • Concerted intervention • Greater Synergy between on-going projects • Projects match the needs of the country • Supporting Partners take roles agreed through the joint analysis processes • Information • Technical information and statistics on rice

  9. CARD Approach National Rice Development Strategies (NRDS) Needs identification Needs – resource matching Joint analysis / assistance activities Concerted action by the Government and Supporting Partners Resource mobilization
