  4. Problem Description • What business problem exists, and what are the effects of this problem? Provide a description of the need that is not being met and the effects of that unmet need. Please express the effects, as much as possible, in a tangible form.

  5. Solution/Requirement • Provide a description of the solution Provide a concise description of the requirement including the rationale as to why this is the best solution to the problem.

  6. Benefits • Summarize the benefits of the capabilities achieved by this ECP: What positive outcomes are expected? What benefits will this provide for customers, user communities, and other stakeholders? Are there any expected cost savings that could be realized with the implementation of this requirement?

  7. Risks and Impacts • Summarize the risks and impacts of the capabilities achieved by this ECP: Are there any other risks associated with the implementation of this requirement? Explain the risks as they pertain to cost, schedule, performance etc. and describe the magnitude of the impact. If a risk mitigation method has been chosen, please explain it here.

  8. Link To Mission • How does this relate to the enterprise business plan? Indicate how this requirement supports or moves forward the Enterprise Transition Plan, with particular attention to the Common Supplier Engagement business mission area goals and objectives.

  9. New Functionality/Enhancements • Does this ECP achieve new functionality, or is it an enhancement? • Is this ECP replacing existing capabilities? • Will this new functionality or enhancement require training for end users? If yes, please explain Please summarize. New functionality is the addition of new capabilities, with no change to existing capabilities. Enhancement is a change (improvement) to the existing functions of an information system. If yes, please explain the capabilities being replaced and why this is necessary. If yes, explain how this new functionality will impact the workflow and how training will need to reflect this change. Also, please indicate how the change should be communicated (i.e. help desk personnel, system trainers, formal document)

  10. System Impacts • Is this ECP to satisfy a system failure issue? • Is this ECP to satisfy a system security issue? • Does this ECP address a data integrity issue? If yes, please explain the issue. Commonly, a system failure will cause the system to freeze, reboot, and/or stop functioning altogether. If yes, please explain the issue. This refers to ensuring that data stored in a computer cannot be read or compromised by any individuals without authorization. If yes, please explain the issue. Data integrity is the assurance that data is consistent and correct. Integrity can be compromised in a number of ways (i.e. hardware malfunctions, human error with data entry)

  11. Alternatives • Could this problem be solved by changing your business process? Indicate if any alternatives were considered or are available. List the pros and cons of each.

  13. Data Elements • Are there any data elements being created, modified, or deleted? Identify any/all data elements being included, altered or removed based on this requirement. Please also provide a justification for why this is necessary.

  14. Dependencies • Is the ECP related to any other ECP(s)? • Is this ECP form dependent on any other business partner or component level milestone(s)? If yes, please identify these ECPs (approved and unapproved) and/or known related requirements. If yes, please describe the dependency and provide the name of the system or business partner. Include the date(s) involved with each one.

  15. Dependencies Cont. • Is this ECP dependant on any other resources? • Are there any related IRB assertions associated with this ECP? If yes, please explain the dependency and provide the name of the resource. Resources include related systems, utilities, hardware, and software. Has the Investment Review Board placed any conditions or assertions on your system? If yes, please list them and include the dates for compliance.

  16. BEA • Is this requirement necessary to reach BEA compliance? • Is this requirement in compliance with the BEA process flow capabilities and business rules? Check with your CIO for BEA compliance. If yes, please explain/describe the assertion and include any associated compliance dates. If yes, please explain how. Please also indicate if this requirement is currently reflected in the BEA.

  17. Users Affected • What Components are affected by this change? • Will this requirement result in a volume increase in users or transactions? Please list out each Component, or indicate Enterprise for all. If yes, please indicate users, transactions, or both. Please also include amounts.

  18. Strategy • Is this requirement part of the DoD strategy in the Enterprise Transition Plan? If yes, please explain how it relates and identify the specific strategies.

  19. Preclusions • Are there any other systems that could be changed that would preclude the need for this requirement? • Are there any policy changes that would preclude the need for this requirement? If yes, please identify the system and the change required. If yes, please explain which policy and the change required.

  20. LRPs • Are there any Federal of DoD level statutes, regulations, or policy mandates requiring the implementation of this requirement? If yes, please identify the statue, regulation, or policy specifically and explain the necessary change.

  21. DLMS • Does this change require submission of a proposed change to the Defense Logistics Management System (DLMS) in order to become or maintain DLMS compliance? Approved DLMS changes are available on the Defense Logistics Management Standards Office web site at http://www.dla.mil/j-6/dlmso/. For a detailed description of DLMS compliance, see Appendix 3 of Volume 1 of the DLMS Manual.
