  4. 800 MHz Band Reconfiguration Background The 800 MHz reconfiguration is a component of the FCC’s plan to address the harmful interference to public safety communication systems operating in the 800 MHz band.

  5. 1 2 3 5 4 6 7 8 800 MHz Reconfiguration Overview • The 800 MHz reconfiguration is a component of the Federal Communications Commission’s (FCC) plan to address harmful interference to public safety communication systems operating in the 800 MHz band. • Impacted Incumbent licensees must reconfigure in accordance with the FCC’s R&O. • Sprint Nextel must pay the Reconfiguring Licensee’s “reasonable and prudent” costs that are directly related to band reconfiguration. Sprint Nextel is required to negotiate a Frequency Reconfiguration Agreement (FRA) with each Reconfiguring Licensee. • The TA has adopted a Regional Prioritization Plan, which provides for four reconfiguration “Waves,” each of which will have two “Stages”.

  6. Who will Pay for MY Reconfiguration? • Sprint Nextel is generally responsible for the cost of relocating all affected 800 MHz incumbents to new spectrum with comparable facilities to those presently in use. • To ensure that adequate funding is available for the entire 800 MHz reconfiguration,the FCC has required Sprint Nextel to secure irrevocable Letters of Credit in the amount of $2.5 billionand commit to providing additional funding if necessary. • Generally, costs that are reasonable, prudent, and directly related to obtaining comparable facilities to those presently in use are reimbursable.

New Frequency Proposals: What to Expect In conjunction with the start of your assigned Wave and Stage…. • The TA will forward a Frequency Proposal Report (FPR) to those licensees who must change operating frequencies as part of reconfiguration. • Not all of the current frequencies on a license may need to be reconfigured. • Only base station frequencies that must be reconfigured will be included in the FPR. • Mobile and control station frequencies will be changed to appropriate frequencies in the 806-824 MHz range depending on their related base station frequencies. www.800TA.org

Expansion Band Frequency Proposal Expansion Band • 815-816 MHz/860-861 MHz (812.5-813.5 MHz/857.5-858.5 MHz in certain areas of the Southeast U.S, except within a 70 mile radius of Atlanta where it is 813-813.5MHz/858-858.5MHz) • Public Safety licensees may elect to remain in the Expansion Band • Licensees must notify the TA of their election by completing and returning an Expansion Band Election Form via email to elections@800TA.org or by fax to (866) 432-8317 • The TA will accept licensee elections to remain in the Expansion Band immediately and is requesting all elections be submitted no later than: www.800TA.org

Expansion Band Frequency Proposal • Licensees who elect to remain in the Expansion Band are entitled to full interference protection. • The Expansion Band channels from which Public Safety licensees reconfigure will be available to commercial Specialized Mobile Radio (SMR) operators after reconfiguration and will no longer be Public Safety Pool channels. • Public safety entities that do not make an election to remain in the Expansion Band will be relocated at Sprint Nextel's expense. www.800TA.org

Guard Band Elections Guard Band • Incumbent licensees currently operating on frequencies between 806-809 MHz/851-854 MHz may elect to relocate to the Guard Band (816-817 MHz/861-862 MHz), except in the Southeastern U.S where there is no guard band. • Licensees electing to relocate to the Guard Band should notify the TA of their election by submitting a Guard Band Election Form via email to elections@800TA.org or by fax to (866) 432-8317. • Licensees electing to relocate to the Guard Band should submit their elections as soon as possible but no later than: www.800TA.org

  20. Voluntary Guard Band Elections • Incumbent Licensees currently operating on frequencies between 809-816 MHz/854-861 MHz may elect to relocate voluntarily to the Guard Band at their own expense, except in the Southeastern U.S where there is no guard band • Licensees electing to relocate voluntarily to the Guard Band should notify the TA of their election by completing and returning a Voluntary Guard Band Election Form, available on the TA's website, via email to elections@800TA.org, or by fax to 866-432-8317. • Licensees should submit Voluntary Guard Band Elections no later than March 1, 2006 for licensees in Waves 1,2, & 3 and July 3, 2006 for licensees in Wave 4. www.800TA.org

Proposed New Frequencies The Transition Administrator (TA) has evaluated proposed frequencies and location information to ascertain that: • A new frequency will be proposed for each reconfiguring frequency that you are authorized to operate for your call sign. • You are eligible to operate on the frequency(ies) that have been proposed. • You will have no co-channel licensees and locations that are not in compliance with FCC short-spacing rules found in 47 C.F.R. 90.621, or to whom you are not currently co-channeled on a short-spaced basis. www.800TA.org

  22. Licensee Rights for Proposed New Frequency ComparabilityComparable facilities will provide the same level of service/operational capability as a licensee’s existing facilities. Comparable frequencies include: • Equivalent channel capacity • Equivalent signaling capability, baud rate, and access time • Coextensive geographic coverage • Equivalent operating costs The FCC requires that licensees receive comparable, not necessarily better, facilities, including frequencies. Reconfiguring licensees are not entitled to their choice of specific frequencies. PLEASE NOTE: Licensees are responsible for determining comparability. www.800TA.org

  23. Licensee Rights for Proposed New Frequency Right to Resources • Licensees may utilize certified Frequency Coordinators or other qualified experts or consultants to review proposed frequencies. • Licensees may negotiate for reimbursement of reasonable costs for frequency coordination. • Licensees should evaluate resources selected for reconfiguration work based on proven experience performing similar tasks. • Carefully consider the competency of resources with limited historical experience. www.800TA.org

Overview of Frequency Proposal Report The Frequency Proposal Report includes the following information: • Licensee name and address information for listed call signs. • The current base station transmit frequencies requiring reconfiguration and the proposed replacement frequencies. • A listing of the expected co-channel licensees within 113 Kilometers of your site location following reconfiguration. • A listing of the current frequency co-channel environment • Explanation of Remark Codes Contact the TA if you believe your license contains frequencies that are supposed to be reconfigured but that are not covered in your FPR. www.800TA.org

Frequency Proposal Report Licensees will access online information via a unique web address for each call sign (Call Sign URLs). • The Call Sign URL will give access to a full and updated Frequency Proposal Report (FPR) that includes co-channel licensee. • Licensees can use the URL during reconfiguration to obtain updated co-channel information. • The TA may also use the URL to provide other information services, such as the ability to do frequency searches around the fixed locations for a given call sign. www.800TA.org
