  • TRAI - SILENT SPECTATOR-- [ CAG & Supreme Court ]- 2G Scam Exchequer LOSSES Rs.176000 Crores. Debated by MEDIA, PARLIAMENT & Supreme Court

    • Share my experience as SERVICE PROVIDER for 30 Yrs & Consumer Activist for 15 Years.

      a) SP: Different than DoT who rise to CHAIRMAN TRAI/CVC for failures :

      [Rs.40000 Crores in USO, 50000 villages to be connected, Broad Band

      only 1%.] $$

      b) Consumer Activist:

      • Prevented Tariff Hike in 1998 & 2003 with the help of Ms Mamta Banerjee$$$

      • Cable Subscription in NOIDA reduced to Rs.100 from 250 [1999]


    2. Truth

    • 73 Crore subscribers, 71 Crore MOBILE & 67 Crore PREPAID ,Majority illiterate, faceless, helpless & EXPLOITED as they pay in ADVANCE.

    • Their Limitations

    • An individual—NOT A CORPORATE or UNION

    • Majority half literate / illiterate,

    • ACCESS DENIED by Levy on Customer Care

    • Lack resources for complaint—time, money and energy

    3. TRAI & YOU

    • Protector of Consumers has become PREDATOR—instigates corporate to fleece consumer. TRAI-- RAKHSAK TURNS BHAKSHAK

    • GOOD STEP & LOOT

    • FORBEARANCE was the best thing to happen. It allowed telcos, freedom of tariff and hence the REDUCTION.

    • Tariff is low but. Benefit of REDUCED TARIFF IS Denied by ABUSE of Forbearance & VIOLATION of regulations $$

    • LOOT

    • Theloot FAR EXCEEDS Rs.100,000 Crores- When the police joins the murderer - Citizens have NO HOPE. Like wise if TRAI joins corporates—phone users are fleeced. LOOT Arithmetic is simple.


    • Abuse of Forbearance. TRAI has abdicated its DUTY to vet schemes. $$

    • Height is the ADVISORS & Chairman are IGNORANT about their duties, regulations and TTO—Monitoring & CHECKSand Suo Motu Investigations.

    • Plans : Non-existent, Confuse the subscribers [Even TRAI Advisors & telcos find itdifficult to DECIPHER] example—444,395, etc.,

    • Packages NEVER vetted. Result TELCOS are law unto themselves & QUOTE TRAI approval for VIOLATION. TRAI defiant and PROUD to claim” We have NO TIME TO VET”

    • Sale without VOUCHER is illegal, $$

    • Processing charges are ILLEGAL

    • Rs.6 TALK TIME on recharge of Rs.10 ? MURDER,INHUMAN—NOT BUSINESS$$


    • Processing Fee of 121 on 200 recharge

    • Packages are TRAPS—200,400

    • Restricted by duration & date

    • Security Deposit from PREPAID ?

    • Standard Pulse is 30 Sec but not enforced

    • Developed World has simple recharge- PAY AS YOU GO—WE NEED SIMPLER and better regulation AS OUR USERS ARE ILLITERATE$$


    5.VIOLATING TTO 48 Amendment

    • It DIRECTS telcos to charge NEW REDUCED RATES to all.

    • Biggest mischief- 1 Paisa per second is ADVERTISED but Re 1 per minute is charged.

    • Quote-” You are old customer, hence old rates” , It is VIOLATION UNCHECKED & is outright cheating.

    • 70% OVERCHARGE is CRIMINAL.OPEN LOOT $$

    • Now Silent burial of REFUND is PLANNED. [DEAF to all requuests]

    • MNP has not been spared.

      For 1 paisa per sec, you have to pay Rs.28 processing fee. $$


    6. Customer Care $$

    • TRAI & Telcos have DECLARED 72 crore subscribers as EVE TEASERS and levied charge on Customer Care .

    • TRAI becomes moral police, omnipotent to issue ordinance to fix ZAZIA [ even Moghuls did not do it]on the entire country. ILLEGAL. Extra constitutional.

    • Only POLLUTED and INSANE mind could do this.

    • Conspired with corporate to please them with ADDL revenue or

    • Works as sentry to corporate and their interest.

    • IDEAL to ensure that POOR SERVICE IS FORCED WITHOUT COMPLAINT.


    7. Premium Rates on 139

    139- RAIL HELP LINE TURNED INTO LOOT LINE

    • 139 is RAIL HELP LINE number. $$

    • THREE DIGIT NUMBER are for HELP LINES -for convenience of dialling and are mostly TOLL FREE. . Through out the world.

    • It is neither COMMERCIAL nor REALITY show number.

    • CLANDESTINE Recovery of Premium Rate@ Rs2 to Rs 6 per minute without consent of subscriber is illegal, inhuman and UNIQUE.

    • Country has only 7 crore internet connections & 3 crore fixed line.

    • Majority of 70 crore are POOR & have mobile only .IDEAL TARGET TO BE EXPLOITED & MAKING BILLIONS . WHAT BETTER BUSINESS?


    • $$Its INITIATION in Jan 2010 when FOG immobilised every thing, PUBLIC anxious about their near and dear ones arrival/departure and where about- wasMOST HENIOUS CRIME compounded by TRAI by not putting a stop.Claim IMPOTENT.

    • TRAI is enjoined by the ACT to REGULATE TELECOM SERVICE including tariff and PROTECT CONSUMERS. It has BETRAYED its DUTIES & RESPONSIBILITIES.Partner in INHUMAN TREATMENT OF PEOPLE.

    • Service Providers under the BLESSING of TRAI have become BOLD & fleece AAM ADMI by FRAUDULENT PRACTICES on one pretext or the other WITHOUT ANY CHECK.

    • WHO will REGULATE the TRA I , INVESTIGATE its functioning, AUDIT / Check the accounts of Service Providers .

    • TRAI is IMPOTENT to stop this but OMNIPOTENT to levy on CC

    • Service Providers must REFUND the EXTORTED money to USERS. DO NOT GO DEAF


    8. Consumer Protection --- Consultation Paper [SINISTER INTENTION] $$

    • Pleaded for JUSTICE for PREPAID in Mar 2009

    • Feb 10—Having failed—Review was forced

    • Aug 10-- This 140 page DOCUMENT has only one paragraph on Prepaid . NO PROTECTION. Why?

    • Design-Back to 20th century. Customer care[ NO ACCESS], Docket Number, Nodal Officer & Appelate Auth ?Is it PROTECTION?

    • Single Point Settlement—like credit card & others.

    • If NOT, Prefer MNP[ Port number] to COMPLAINT ?

    • PP needs Simple Recharge, Prevailing Tariff, Usage detail & access to customer care.

    • Separate NUMBER for 96% Prepaid Subscribers ? CC to escalate

      & not subscriber

    • Post May 12 — usage info to PP given but LOOT CONTINUES.

    • Prefer MNP or COMPLAINT ?


    9. Consultation Paper on Tariff $$

    • Tariff Low- No request to REVIEW

    • Request for ENFORCEMENT OF FORBEARANCE & REGULATIONS &

    • For END TO FRAUD, REFUND OF LOOT & PUNISHMENT of FRAUDSTER

    • INSTEAD CRIME DISCUSSED with accused for TEN MONTHS, followed by Consultation Paper

    • ATTEMPT TO DENY REFUND, MAKE FRAUD LEGAL & PERMANENT.


    10. Open House Discussions SINISTER DESIGNS

    • OHD is held for VIEWS of all stake holders—

    • These are packed by service providers, CONSUMER represented by absence or lone CAG and ignorance.

    • CAGs denied participation by REFUSAL to hold OHD at Chennai

    • OHD at JAIPUR was held on the date of TDSAT hearing- to prevent CAG to attend

    • Why MANY OHD? MULTIPLY corporate views who are present every where.

    • PUNISH Consumer?

    • RUNNING from TRUTH & DEBATE.

    • MISCHIEF & SINISTER DESIGN.

    • Coward & Corrupt Practice


    11. MNP

    • MNP requests in LARGE NUMBER are being rejected [60000 out of 140000]

    • Reason—wrong number, negative bill[PP], delays, 0.7 Paisa outstanding

    • Arm Twisting—Obtainingsignatures for not PORTING

    • Be Careful against fraud.

    • While porting, ENSURE correct PACK from NEW SP


    12. CUTCEF

    • Fund meant for CONSUMER EDUCATION

    • Consumers Money-not of TRAI

      • NO WARNING through media against FRAUDS

    • Without OBJECTIVE & PLAN - Abused on SOCIALISING, Creating Cheer Leaders


    13. Conclusion:

    • Write to Mr Kapil Sibal for refund of LOOT & End to ABUSE of REGULATION.

    • TRAI has BETRAYED the ACT & THE CONSUMER.

    • INVESTIGATE FUNCTIONING.

    • Guess—Why QUEUE for licenses? $$

    • Business Potential? No. It is LOOT POTENTIAL
