  3. Housing authorities with smoke-free policies before 2004? Approximately 9 housing authorities had smoke-free policies for some or all their apartment buildings prior to January, 2004. No major efforts were being made to increase the number of smoke-free policies.

  4. Housing authorities with smoke-free policies in 2007? Approximately 59 housing authorities have smoke-free policies for some or all their apartment buildings as of October, 2007. Michigan, 23; Maine, 13; Minnesota, 9; have 76%. Ten other states have 14: NE, FL, WA, CA, WI, NJ, OR, MT, IN, ID. Many in pipeline; much affordable housing.

HUD approval crucial factor HUD Legal Counsel letter of July, 2003 states that apartment owners are free under federal law to make their buildings totally smoke-free, so long as they “grandfather” current residents who are smokers. “Grandfathering” means for a reasonable period, such as until lease renewal

  7. Key reasons housing authorities adopt smoke-free policies • Costs of rehabbing units when smokers leave • Complaints about SHS can’t be resolved • Fire danger threat • Concerns about SHS health dangers • Marketing: offering SF housing as amenity
