  2. Our EBA… General Agreement 2014 - Clause 15 15.1 The purpose of the Level 3 Classroom Teacher career structure is to support the retention of exemplary teachers in the classroom. It is strategic in giving status and recognition to the commitment of teachers in the development of their colleagues and school communities, as well as their own ongoing professional development.

  3. Competencies… 15.3 Banking of Competencies • Level 3 Classroom Teacher status is achieved when an applicant reaches the required standard in the Level 3 Classroom Teacher application process. (b) Five Portfolio Competencies Achieved Standard

Our Role… 15.4 The primary role of the Level 3 Classroom Teacher is of an instructional nature, modelling high standards of teaching in the classroom and continually improving professional teaching practice. The role of the Level 3 Classroom Teacher is to be negotiated at the school level with the Principal or Line Manager and is to be consistent with the Level 3 Classroom Teacher Information and Guidelines.

  5. Budget Cuts 15.7 The parties agree to an ongoing process of consultation regarding the Level 3 Classroom Teacher information, guidelines and assessment process. As a result of the 2013/2014 government budget cuts, the DoE cut the 0.1 release time for L3CT.

  6. What’s happened so far… • The SSTUWA and the L3CT Association have been involved in discussions with DoE around the alignment of the L3CTstatus with the AITSL standards. • For the past 3 years, the DoE have been trying to align Lead Teacher to the L3CT process.

  7. Negotiations with the SSTUWA have ceased for several reasons. •  The current process to attain L3CT status is already a very rigorous process. • The SSTUWA have also made a strong stand supporting the AEU ban (due to the removal of AEU representation on the board) on further rolling out AITSL initiatives other than what we have in place. • The SSTUWA is not in agreement that the current Level 3 competencies and the Lead Teacher standards can easily be interchanged.

  8. So what happens now… With the election of a Labor Government, it has been stated that a McGowan Labor Government will return time to some of the L3CT’s but there are conditions attached. It is interesting to note that the Liberal Party were not going to return any time to L3CT’s.

  9. Our EBA stands… • Our current EBA contains the L3CT clause (Clause 15). This ensures the current process of application, addressing the 5 competencies stands – for now. • We are currently compiling a number of items for discussion around our Log of Claims. Our EBA is due to expire in December 2017.

  10. So what can we do? • Push to maintain the rigorous L3CT process as it is, not move to align our career path with the AITSL standards. • Make our voices heard. Meet with the Labor government to reinforce how important the reinstatement of our 0.1FTE is to all L3CT’s.
