Background& Purpose • In1986, the NewYork StateLegislature passedan amendmenttoEducationLawChapter31,Article130, § 6455,toauthorizethe use of funds undertheCollegiateScienceandTechnologyEntryProgram(CSTEP). • Accordingto§6455 oftheEducation Law , CSTEPis: • “forthe purposeof increasingaccessbyminorityordisadvantagedstudentstoacademicprogramsthathavebeenregistered bythe commissionerandthat preparestudents eitherfor licensure in the professionsorfor employmentin scientific and technicalfields.”

  4. FundingProjections • Duringthe2019-20programyear,$11.9million wasawardedto55projects.Futureawardsdepend onannuallegislativeappropriation,butitis anticipatedthatfundingwill continueatthesame approximatelevels. • ThisRFPcoversafive-yearfundingcyclefromJuly1,2020,throughJune30,2025. • Thereisa25%matchrequiredforeachyearoffundingfromanycombinationofinstitutional and/orothernon-NYstatefunds.

  5. GeneralEligibility • Accordingto§ 145-6.6(b) of the Commissioner’s Regulations, eligibleapplicantmeans: “a degree-grantingpostsecondary institution,or aconsortiumof suchinstitutions,whichoffers anapproved undergraduateprogramofstudyand/oranapproved graduate levelprogramof study.” **The Research Foundation is NOT a degree granting institution. • Programsmustservefull-time,matriculatedstudentswho areworkingtowardanapproveddegree. • Therefore,for a proposal to bereviewed,thedegree- grantinginstitutionor leadinstitutionof aconsortiumof suchinstitutionsmust betheapplicant/fiscal agent.A third partyorotherentitymaynotserve astheapplicant/fiscal agent.

  6. PrequalificationRequirement • TheStateofNewYork hasimplementedastatewide prequalificationprocessdesignedtofacilitateprompt contractingfornot-for-profitvendors. • Allnot-for-profitvendors arerequiredto pre-qualify bythe grantapplicationdeadlinein orderto be eligibleforthis grant.Thisincludesallcurrently fundednot-for-profitinstitutionsthatmay have previouslyreceivedanawardand areinthe middle of theprogramcycle. • https://grantsmanagement.ny.gov/resources-grant-applicants

  7. Eligible Institutional Applicant • According to § 145-6.6(b) of the Commissioner’s Regulations, eligible applicant means: • “a degree-granting postsecondary institution, or a consortium of such institutions, which offers an approved undergraduate program of study and/or an approved graduate level program of study.” • Each institution may submit more than one proposal only if the institution has two or more geographically separate campuses and serves their own distinct contracted and unduplicated headcount. • An institution may not submit applications as both a consortium and stand-alone program unless the programs are located on and serve two geographically separate campuses. • A consortium is defined as an association or grouping of institutions set up for a common purpose that would be beyond the capabilities of a single member of the group. • A consortium must meet all requirements established in NYSED’s Consortium Policy for State and Federal Discretionary Grant Programs found in Section VI of this RFP. • Both non-profit and for-profit institutions are eligible to apply.

  8. EligibleParticipant (Student) • TobeeligibleforundergraduateCollegiateScienceandTechnology EntryProgram support,a student mustbearesidentofNewYorkwhoiseithereconomically disadvantagedORfrom aminoritygrouphistoricallyunderrepresentedinthe scientific,technical,healthandhealth-relatedprofessions, and whodemonstrates interestinand a potentialfor aprofessional careerifprovidedspecialservices. Eligiblestudentsmustbeingood academicstanding,enrolledfull-timeinan approvedprogram of study,as definedby theRegents(http://www.nysed.gov/heds/IRPSL1.html). • The student isa residentofthe Stateifanyofthe followingapply: • The student nowresidesin NewYorkStateandwillbean undergraduateand has livedin NewYorkStateforthelastyearof high school;or • The student wasaresidentwhenthethey enteredmilitaryservice,VISA,orthePeaceCorpsandre-establishedNewYorkStateresidencywithin six monthsafterreleasefrom service;or • The student hasresidedinNewYorkStateforatleast 12monthsimmediatelyprecedingthefirsttermforwhichtheapplicantis enrolledasan undergraduateorgraduatestudentinCSTEPand hasestablished domicile(permanentresidence)in NewYorkState.

HistoricallyUnder-represented 11 Accordingto§145-6.6(b)ofthe Commissioner’s Regulations,minoritieshistorically underrepresentedinthescientific,technical, healthandhealth-relatedprofessionsmeans residentsofNew YorkState orpermanentresident aliens residinginNew YorkState whoareBlack, Hispanic,AmericanIndianorAlaskan Native.

EconomicallyDisadvantaged • Forthepurpose ofCSTEP,a student whoiseconomicallydisadvantagedmeansa student whomeets thecriteriasetforthinsection27-1.1 of theRulesof theBoard ofRegents.TheIncomeeligibilitycriteriawillbepublishedannuallybyNYSED forthe2020-2025fundingcycle. Theeligibilitystandardssetforth applyonly atthetimeofadmission asafirst-timestudenttoa CSTEPprogram. Onceadmitted,a studentmaycontinuetoreceivesupportiveservicesasneeded,evenifthe familyincomerisesabove thecurrenteligibilitystandards. • Additionaldocumentationof householdincomeneednotbecollectedifthestudentfalls intoone ofthefollowingcategories, anddocumentationis available todemonstrate: • thestudent'sfamilyistherecipientoffamilyassistanceprogramaidorsafetynet assistancethroughtheNewYorkStateOfficeofTemporaryandDisabilityAssistanceoracountydepartmentof socialservices;oristherecipientoffamilyday-carepayments throughtheNewYorkStateOfficeofChildrenandFamilyServicesoracountydepartmentofsocial services; • thestudentis livingwithfosterparentswhodonotprovidesupportforcollege, andno moniesareprovidedfromthenaturalparents;or • thestudentisawardoftheStateoracounty.

  11. Program Requirements • Provideinstructionalsupportin“gateway courses” (i.e.,small grouptutorialsorsupplementalinstructioninbiology,chemistry,physics,calculus,andpre- professional pre-requisitecourses)atthefreshmanand sophomorelevels,and tutoringforhigherlevelcourses atthe juniorandseniorlevels. • Provideservicesto enhanceand increasestudentinvolvementinresearchand/orinternshipopportunities,including,butnotlimitedto, aCSTEP coordinatedresearch/internship experiencefor eachstudent prior tograduation. • Providestudentprofessionaldevelopmentopportunities:workshops,poster presentations, publicationsinprofessional/researchthatpromoteaccess to careers inmath,science,technology,health-relatedfields,and thelicensed professions. • Provideprogramservicesandactivitiesthat include:tutoring,academic counseling,remedialand specialsummercourses,supplementalfinancial assistance,recruitment,academic enrichment,careerplanning,andreviewforlicensingexaminationsforstudentspursuingcareersinscientific andtechnical fieldsandthelicensedprofessions. • Plan,implement,andassessDay of ServiceparticipationbyCSTEPstudents intheirlocalcommunityorthelocalcommunityof theinstitution.

Program Requirements(Continued) • Ensure that CSTEP is an academic opportunity program that must be closely coordinated with academic affairs at the institution and provide suitable institutional support. • Develop and implement a CSTEP Advisory Committee with membership representatives from various stakeholder groups, such as students, administrators, faculty/staff, and other relevant stakeholders. The purpose of the CSTEP Advisory Committee is to meet, at minimum, annually to discuss upcoming programming or the calendar of events and assist with the self-review process. • Promote and encourage collaborations with Statewide & Regional partnersby participating in Statewide and Regional networking and committees.

  13. Program Requirements(Continued) • Plan and implement a program evaluation with quantitative and qualitative measures outlining the impact of academic services and interventions. • Collaborate with appropriate faculty, department chairs or deans in the planning, implementation, and evaluation of the CSTEP project. • Contribute atleast25 percentmatchingfunds from institutional, governmental(otherthanNewYork State)and/or otherin-kindsources. • MustadheretotheGenerallyAcceptedAccountingPrinciplesandreflectCSTEP andinstitutional money by line item.

  14. FundingLimitations • The maximum request for any individual CSTEP project that was previously funded in the 15-20 cycle is $450,000per year. • New projects will be capped at a maximum budget of $300,000 (which equates to a headcount of 167) during the 2020-2025 cycle in order to demonstrate the ability to effectively meet programmatic requirements and goals in a sustained manner. • The maximum award for a consortium CSTEP project will be $1,000,000 per year. • The project may propose a budget that reflects a lower funding amount if the project deems it suitable for the scope of their services or their ability to meet the required 25% match. • Theminimumnumberofstudents(headcount)thatmustbe servedannuallyin aCSTEPprojectis30participants.

  15. FundingLimitations(Continued) • Projectsthatservebetween30and99studentsperyearmay request a maximumof$2,000foreachstudentcontractedtoserve. • For example: • Theannualbudgetfor a project contractedtoserve30 studentsperyearmay not exceed$60,000; • Theannualbudget for a projectcontractedtoserve99 studentsper yearmay not exceed$198,000.

FundingLimitations(Continued) • Projectsthatservebetween100and199studentsperyearmayrequestamaximumof$1,500foreachstudentcontractedtoserveabove99. • Forexample: • Theannualbudgetforaprojectcontractedtoserve100studentsperyearmaynotexceed$199,500 • (i.e.,$198,000(base)+$1,500(peradditionalstudent)); • Theannualbudgetforaprojectcontractedtoserve199studentsperyearmaynotexceed$348,000 • (i.e.,$198,000(base)+$150,000).

  17. FundingLimitations(Continued) • Previously funded projects(those funded during the 2015-2020 cycle)thatserve200ormorestudentsperyear mayrequestamaximumof$1,000foreachstudent contractedtoserveabove199,uptoacapof$450,000perproject,peryear. • Forexample,theannualbudgetforaproject contractedtoserve200studentsperyearmaynotexceed$349,000 • (i.e.,$348,000(base)+$1,000(per additionalstudent). • Themaximumrequestforanypreviously funded CSTEPprojectwillbe$450,000peryear.

FundingLimitations(Continued) • 2 • This approachseekstoawardfundingtosuccessful projects in an equitablemannerandmaximizethenumberofstudentsservedstatewidewhilerecognizingthatprojectsservingfewerstudentscanbearahigherproportionof infrastructureand administrativecostsperstudent. • Further,whileprojectsthatprovideservicestomorethan301 studentswillnotreceiveadditionalfundsperstudent,serving higher numbers of proposed participants will be viewed favorably by reviewers in the scoring rubric for recruitment: “Describe all strategies and activities that will be used to recruit and select participants.” • Pleasenotethatprojectsthatdonotmeettheircontracted enrollmentofparticipantswill havetheirbudgetreducedproportionatelyasoutlinedin the“Shortfallsinenrollmentgoals” section.

  19. Budgets • 23 • Theapplicationmust includeanFS-10 BudgetFormand Budget Narrative Formfor thefirstyearoftheprogram. These forms may can be found at: http://www.nysed.gov/postsecondary-services/collegiate-science-and-technology-entry-program-cstep • Granteeswill submit,on anannualbasis,anFS-10 and Budget Narrativeforeachsubsequentprogramyear. • Generaldescriptionsof expenditures,applicablecost principlesandadministrative regulationsareavailable at • http://www.oms.nysed.gov/cafe/guidance/ • SpecificguidanceisincludedintheRFP.

  20. Funding • Foreachrecipienta fully-executedGrantcontractmustbeinplacetoawardfunds. • Afterafully-executedGrantContractisin place, theinitialpaymentof25%oftheannualbudgetwillbemadenolaterthan90daysafterthebeginningofthebudgetperiod. • SubsequentpaymentswouldbemadefollowingthesubmissionandapprovalofanFS-25form,baseduponactual expensestodate,plusanticipatedexpendituresforthenextperiod. • For-profitgranteeswillnot receiveadvance paymentsand only actual expenditureswillbereimbursed. • ThefinalpaymentoccursupontheapprovaloftheFinalProgramandExpenditureReports(FS-10F-LongForm). • Latesubmissionsofbudgetaryformsandreportsmayresult inthe suspensionoffunds.

Funding(Continued) • Allowable Expenses:Under§6455oftheNYSEducationLaw,CollegiateScienceandTechnologyEntryProgrammoniesaspartof aprogrammaybeusedfor: tutoring,academiccounseling,remedialandspecialsummercourses,supplementalfinancial assistance,recruitment,academicenrichment,careerplanning,reviewforlicensingexaminations,andprogramadministration. • Allowableexpensesincludethefollowing: • Programadministration,includingprofessional andnon-professional salaries, benefits,stafftravelforrequiredprogramadministrationasapprovedby NYSED. • Note:OutofstatetravelrequirespriorapprovalbyNYSEDliaison. Suchrequestsshouldbemadeatleast onemonthpriortotheproposedoutofstatetravel. • SupplementalFinancialAssistance (toincludestipend,nominaltravel assistance, andCSTEPstudentconference-relatedexpenses)forstudents participatinginCSTEP-coordinatedresearchopportunitiesandinternships

Funding(Continued) • 26 • AllowableExpensesinclude(cont.): • Programactivitiesandservicesdirectlyrelatedtopre- professionalorprofessionaleducationprogramsofstudythat lead toprofessionallicensureand tocareersinscientificandtechnicalfieldsand thelicensedprofessions,suchastutoring, academiccounseling,remedial,standardizedtestinstructionfees;recruitmentofstudents,academicenrichment,careerplanning, andreviewforlicensing examinations • Studentclassroomsupplies,including studentlaboratorysupplies • Administrativeandinstructionalsuppliesandmaterials(includinginstructionaloradministrativecomputersoftwareandcomputers,etc.) • Evaluation materials and activities • Program brochures/materials and promotional activities • Subcontracts for program services can be made • Indirect costsongrantfundsatnomorethan8%

Funding(Continued) • 2 • Studentsenrolledinthe State-fundedopportunity programs(HEOP,EOP,SEEK,orCollegeDiscovery)areeligibletoparticipateinCSTEP. • **However, institutionsmust ensurethatnomore than20 % ofallCSTEP participants are concurrentlyenrolledin an opportunityprogram. • Institutionsmustbeabletodemonstratenon-duplicationofservicesintheactivitysectionof theannualreport andhowCSTEPservicesarespecifictoCSTEPprojectgoals; • “Double-counting"of studentstogeneratefundsfrommore thanoneoutsidesource willnot bepermitted.

  24. Funding(Continued) • 28 • Non-AllowableExpenses: • Funds for indirect expenses provided by the state CSTEP award may not exceed eight percent (8%) of total CSTEP grant expenditures. Indirect costs cannot be charged on certain expenses, including: • Equipment purchases • Stipends/Honoraria • Tuition • Funds for indirect expenses provided by the institution may not exceed 20% of the matching funds contributed by the institution and/or other non-NYS sources.

  25. Funding(Continued) Non-AllowableExpenses (Continued): • Funds are not available for rental of office or meeting space, storage facilities, fixtures or communication cost (phone and/or electronic communication cost), and other items which fall outside of the allowable expenses identified in the legislation, regulations or this RFP. • State CSTEP funds cannot be used for organizational dues or items not specifically allowed under the categories identified above. • Funds cannot be used to pay for the salary or stipend of the CSTEP Director’s Supervisor or someone designated as a Principal Investigator for the grant contract (in their role as supervisor or PI). • Funds may not be used for purposes other than those described in the approved grant contract. • Funds may not be used for cultural enrichment or other social activities. • Funds must supplement, not supplant, existing funding sources.

  26. Consortium • Theconsortiummust designateoneofthemembers toserveasthe applicantandfiscal agentforthegrant. Theapplicantagencymust beaneligiblegrant recipient. • Allotherconsortiummembersmust be eligiblegrantparticipants,asdefinedbythe programstatuteorregulation. • Intheeventagrant isawarded toaconsortium,the grantorgrantcontractwill bepreparedinthename oftheapplicantagency/fiscalagent,nottheconsortium,unlesstheconsortiumisa legal entity.

  27. Consortium(Continued) • 30 • The applicantagency/fiscal agent mustmeet thefollowingrequirements: • Must beaneligiblegrantrecipientasdefinedbystatute; • Must receiveandadministerthegrantfundsand submittherequiredreportsto accountfortheuseofgrantfunds; • Mustrequireconsortiumpartnerstosignanagreementwiththefiscalagentthatspecificallyoutlinesallserviceseachpartneragreestoprovide.AnMOUsignedbyall memberinstitutionsmustbesubmittedtoNYSEDandkeptonfile priorthestartofthecontract.Funding forprojectandworkcannotcommencepriortosubmission ofan MOUsignedbyeachmemberinstitution. • Must beanactivememberofthepartnership/consortium. • Cannotactsolely asaflow-throughforgrantfundsto passtootherrecipients.Thefiscalagent mustprovideaminimumof20%ofthedirectservicessupportedbythis grant, asreflectedinthebudget. • IsPROHIBITEDfromsub-grantingfundstootherrecipients.Thefiscalagentis permittedtocontractforserviceswithotherconsortiumpartnersorconsultantstoprovideservicesthatthefiscalagentcannotprovideitself. • Must beresponsiblefortheperformanceofanyservicesprovidedbythepartners,consultants, orotherorganizationsandmust coordinatehoweachplantoparticipate.

  28. ApplicationforFunding • The proposalnarrative shoulddescribeall 2020-2025proposedactivitiesindetail thatmeet theprioritiesandrequirementsasstated inthis RFP. • Themaximum lengthof theproposalnarrative is 10pages,not including attachments. • A specific formatisrequestedfortheProgramRequirementsandMeasures ofPositive PerformanceMatrix. • Applicationsthatdonot followtheformat describedinthisdocumentorthatfail to includeall informationrequestedundereachmajorcategorymay losepoints. • Proposals willberankedbased ontheirtotal score. • Themaximum pointsavailable inthenarrative section(A-F,notincludingG. Budget)are75. • A minimumaveragescoreof45onthenarrative section(A-F)is requiredtobefurtherconsideredfor a grant. • Applicantswhosetotal scoreaveragesbelow60 pointsonthe100 pointscale of theproposal (forbothprogram narrative andbudget/budgetnarrativescorecombined)willnotbeeligibletoreceivea CSTEP award.

  33.   34. Reports • EachinstitutionreceivingaCSTEPawardwillbe requiredtosubmittwo programreportsannually:an interim/mid-yearreportandanannualorfinal report. • Theinterimreportisdue onMarch 15theachyear. • Thefinal programreportis due on September 15theach year. • Any extensionsofreportdeadlinesmustberequestedandapprovedinwriting priortodeadline. • All communicationrequestinganextensionmustbecopiedto thePresident,Provost,orappropriate supervisorandindicate thereason whytheinstitutionisunabletosubmititsreportontime.

  35. Enrollment Requirements • Each fundedprogram isalsoexpectedtomeetitscontractedannualheadcount. • The CSTEP awardrecipientinstitutionwillfurnish CSTEP-SEDwitha rosterof students enrolledinitsprogramasofFebruary15ineachprogramyear. This roster/report is dueMarch15. • If thecurrentrosteris lessthan95%of thenumberset forthinthebudget, thegrantees budgetwillbe proportionallydiminishedbythe amountof thepercentageofthedeficiencyfrom thebudget.Forexample:ifthe actualrosteris 94% oftheprojectednumber,the grantees budget willbereduced by6%intheyearof thedeficiency. • Inaddition,theprogramwillbeplaced onprobationinthenextprogramyearand mayrequirea sitevisitbyCSTEP-SED. • Forthesubsequent year of thefundingcycle,theinstitutionis returnedto its originalawardamount, whichwillrequiremeetingtheoriginalcontractedannual headcount. • Adjustments totheawardwilloccurifitemswithintheproposedbudgetaredeemedtobenon-allowableorinappropriate.
