  • The observations

    • what is measured, how, where

    • how measurement is sustained, how change is managed

  • Data transmission

    • what is transmitted, with what time delay, how it is coded

  • Data management

    • archiving and access to raw data, metadata and processed data

  • Fundamental climate data records

    • including data rescue, recalibration, homogenisation

  • Data products

    • satellite retrievals, gridded fields, comprehensive reanalyses

  • with multiple national and regional data providers

  • and multiple contributing international arrangements

      • filling gaps in network coverage and variables measured, ensuring adequate urban and coastal monitoring, increasing deployment of climate sensors on operational meteorological satellites, establishing key reference networks

    • Progress is being made within existing resources and mechanisms

    • Capacity building support remains small in relation to needs

    • GFCS Taskforce Report estimated US$ 20-25M yearly for three years, then US$ 7-10M annually, for restoring GCOS baseline stations

    • GCOS estimated US$ 2.5B per year to be the full requirement for additional spending on implementation to support the UNFCCC

    • UNFCCC Cancun Agreements

      • call for improving systematic observation for adaptation

      • call for technology development and transfer to support this

      • provide funding opportunities for developing countries
