Introduction • Bosnia and Herzegovina is located in northeastern part of the Balkan peninsula (border with Croatia and Serbia/Montenegro) • B&H covers an area of 51.129 sq. km of which are 5% plains, 24% hills, 42% mountaines and 29% karst with approx. 3,500.000 inhabitants (before war 4,250.000) • B&H is the country of mountains, forestry, rivers, lakes, hills, and has short coastal zone of Adriatic Sea, length20km • High level of biological diversity, there are a number of endemic species and habitats, number of ecosystems with endemic and relict forms (30% namely 1800 species of total endemic flora at the Balkan are within of B&H tertitory)

Main environmental Problems in B&H Main problems in the area of B&H environmentalissues are: • lack of capacity,trained staff and expiriance (“brain drain” due to the war) • lack of equipment for national environmental monitoring, information system and database • lack of air, water, soil and waste of monitoringandpolluter registers • insufficient of environmental inspections for enforcement and compliance of regulatory • lack of institutional capacity and own funds • insufficient of co-operation between different sectors on environmental issues (vertical and horizontal level of responsibilities)

  6. Environmental International Agreements of B&H: Conventions and Protocols A. B&H is Party of 46 Environmental Conventions, Protocols,Treaties, Agreements and Amendments as succession country of the former Yugoslavia and 4 new conventions as independent state. B. Bosnia and Herzegovina has ratified: • Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal – Basel Convention • UN Framework Convention on Climate Change - UNFCCC • UN Convention on Biological Diversity • UN Convention to Combat Desertification - UNCCD • B&H is in procedure of accession: • Convention on Cooperation for the Protection and Sustainable Use of Danube River – Danube Convention

Reform and development of evironmental legal and policy framework Under support of EU/EC PHARE Programme: “Preparation Environmental Legislation in B&H • 1) Since 2002/2003 in Bosnia and Herzegovina (in both of Entities) has adopted and came in force of the new set environmental laws: • Environmental Framework Law; • Law on Air Protection; • Law on Water Protection; • Law on Waste Management; • Law on Nature Protection; • Law on Ecological Fund (published by Official Gazette of RS, No. 53/2002 and Official Gazette of Federation B&H, No.19/2003)

Reform and development of legal and policy framework (continue) • Underway: - Drawing upof secondary legislation in both of B&H Entities under provisions the mentioned set of environmental laws – 86 regulations ( until the end of 2004 expeckt publishing 1/3 the above by- laws concerning air, waste, nature and environmennt protection issues ) 3) Also, underway at the level of Bosnia and Herzegovina: • Preparation of the Environmental Law –roof lawand Fisibility study as ligal the frame of EPA B&H

Development and implementation of environmental program documents 1) In process of implementation: Solid Waste Management Strategy in B&H(EU/EC PHARE Project) • Implementation of WB Project: National Environmental Action Plan/ NEAP B&H 3) In process of develop: PRSP – Development Strategy of B&H (2003 to 2007) Part – Anex VII, Sectors Priority: Environment

Goals of NEAP B&H • The comperhensive analysis of the state of environmennt in Bosnia and Herzegovina • Identification of short and long-term priority actions and measures in the area of environment protection • Preparation a long-term environmental protection strategy in B&H, and • Facilitate building of unified environmental protection policy and strategy in context of microeconomic reform, poverty reduction strategy and transition process.

NEAP Project Priority: • Water Resources/ Waste Waters • Preparation of integral plans of river basins • Project for long-term water supply of population in most dengered B&H regions • Reconstruction existing plants of waste water treatment and building new • Reconstruction and construction sewage systems • Rehabilitation of flood prevention systems • Projects related to use of water for irrigating agricultural fields and production of electrical power

Sustainable development of rural areas • Program of organic food production • Cultivation of agricultural soil – achieve higher production in agriculture in line decreasing poverty • Soil categorisation-achieving rational soil use and sustainable development • Program for long-term development of forestry 3. Environmentalmanagement/Environmental information system, integral planning and education/ • Establishment of B&H environmental information system (monitoring and databases, GIS, etc. • Environmental education

Protection of biological and landscape diversity • Strategy and B&H action plan for balanced management of biological, geological and landscale diversity • Preparation program for protection of 15-20% B&H teritory 5. Waste/ Waste management • Implementation projects of Solid Waste Strategy in B&H • Reconstruction of current landfillds and building of sanitaric regional landfills, elmination and rehabilitation of number illegal and wild dumps

Economy/ Sustainable development of economy • Sustainable development strategy of B&H economy • Public health • Establishment of unique health policy and strategy in accirding with program document “Health for the 21 century” • Demining • Implementation comperhensive projects of demining spaces for disimillar users

Implementation of NEAP B&H – Future activities • The Entity Governments and Assemblies has adopoted NEAP B&H – 2003 • In line of NEAP implementation process: - the Inter-entity environmental protection program, and - regional and local environmental action plans/ LEAPs 3) NEAP implementation process: - short and long-term Strategy for sustainable economic development and Poverty reduction strategy paper/ PRSP in B&H ( ensure proper balance between socio-economic development and environmental protection in B&H ) 4) ESC approved as urgent priority List of project briefs under name «NEAP 100 projects» - as further implementation of NEAP in the Practice ( First presentation at Mostar Investment Conference in Februar 2004)
