Benton County Sheriff’s OfficeEmergency Management, Search & RescueAward, Service and Certification Ribbons The following certifications are either required or are particularly valued and recognized in the field of emergency management and/or search and rescue. Emergency management or search and rescue professionals who achieve these certifications, especially those that are more advanced, are acknowledged by their peers for their extensive service, commitment to the profession, and knowledge in the field. Many recruitment efforts for emergency management and search & rescue leadership positions either require or prefer candidates with these credentials. The advanced certifications, in particular, require considerable professional and personal commitment on the part of the awardee. For Benton County Sheriff’s Office, Emergency Management, Search & Rescue, the awards, service and certification ribbons outlined include professional development achievements that we believe enhance the individual’s overall value and contribution to: the Emergency Management/Search & Rescue mission, the Benton County Sheriff’s Office and County and ultimately to quality emergency services and community safety for our citizens.

  2. United States Flag • Stylized Flag of the United States • All current members of Benton County Sheriff’s Office, Emergency Management, Search & Rescue are eligible to receive this ribbon.

  3. OSSA Search and Rescue Certification • Green bar with red triangle on a white field. Red stripes represent emergency response, triangle symbolizes: air/land/water search, the fire triangle, and elements of wilderness survival – water, shelter, food. • Awarded to persons who complete the Benton County Emergency Management, Search & Rescue version of the Oregon State Sheriff’s Association Search and Rescue Basic Certification Course.

  4. OSSA SAR Certified and Mission Coordinator • Similar to SAR Certification bar, green flanks and red stripes symbolize Incident/Mission Command and leadership. • Awarded to Benton County Sheriff’s Office, Emergency Management Search & Rescue, designated SAR Mission Coordinators who: • have current OSSA Basic SAR Certification • have completed OSSA Mission Coordinator Training, and • serve in a current assignment as a BCSO SAR Mission Coordinator

  5. Advanced Emergency/Disaster Response Team Member Red bar with red lightning bolt on white background, black stripes flanking white center. Red symbolizing emergency service and lightning to represent disaster and quick response. Awarded to active members in at least one emergency/disaster response organization outside of BCSO for a minimum of one year. Examples: Ski Patrol, Cave Rescue Certified, DMAT, DMORT, VMAT, ODF Overhead Team, ICS Team Member, QRT, Crisis Response Team.

  6. Advanced Search and Rescue Training • Red bar, white center with green stripes flanking a green oak tree. Green and trees for SAR and rural terrain, red for emergency response. • Advanced search and rescue training with current certification, including: amateur radio license, tracker I, II or Sign Cutter, CMRU “Rescue” certification, search dog handler, urban search and rescue certification, etc.

  7. Advanced Medical Certification • Black bar with red cross on a white center, flanked by red stripes. Red to symbolize emergency service profession and red cross to represent medical training. • Awarded to members who have Current Advanced Medical Training/Certification such as First Responder, EMT, Paramedic, Wilderness Medicine, or Instructor Certification.

  8. International Emergency Management or SAR Service Deployment • Purple and white bar divided by greem stripes. Olive branch and star to represent international good will and public service. Purple, white and green are the colors of international service, peace and good will. • Awarded to current members who provide in-foreign-country, emergency management or search and rescue professional assistance/instruction/service.

  9. Emergency Management Training – Professional Development Series (PDS) • Plain gold bar. Upon completion of the next level of professional training or certification, the bar is replaced by the next evolution, (BAPS + PDS), each Emergency Management Training bar builds upon and adds to the previous one. • Completion and certification awarded for FEMA/OEM Professional Development Series Training.   10. Emergency Management Training – (PDS) + Basic Applied Practice Series (BAPS) • Gold bar with blue stripes, building on Oregon State flag colors since this is a statewide certification. • Completion of/certificate awarded for PDS and OEM/FEMA Basic Applied Practical Skills Certification.   11. Emergency Management Training – (PDS) + (BAPS) + Certified Emergency Management (CEM) or (ORCEM) • Gold center field flanked by indigo stripes and white shoulders. • Completion and certification received for PDS, BAPS, and Oregon Certified Emergency Manager or US Certified Emergency Manager requirements.   12. Emergency Management Training – (PDS), (BAPS), (CEM or ORCEM) and Associates of Science in Emergency Management • Gold center field with indigo star, flanked by indigo stripes and white shoulders. • Completion and award or certification of PDS, BAPS, CEM or ORCEM and Associate’s of Science in Emergency Management degree.   13. Advanced Emergency Management Certifications • Black bar with silver diamonds, up to three, to represent advanced emergency management certifications. • Silver diamonds, up to three, represent advanced emergency management professional certifications achieved, including: WMD/COBRA, Advanced Public Information Officer, Critical Incident Stress Management Certification, Incident Command System Trainer, NET/CERT Trainer, Master Trainer, Certified Planner.

  14. Professional Awards - OEMA Annual Awards Indigo bar with gold diamonds (up to three) to represent each State Emergency Management award received. Each has mark represents one Oregon Emergency Management/Oregon Emergency Management Association annual award received, including individual awards for: Innovation, Service and Coordination.

  15. Professional Awards - OEM/OEMA Emergency Manager of the Year Indigo center field with gold star flanked by white stripes and gold shoulders. Awarded to Oregon Emergency Management/Oregon Emergency Management Association, “Emergency Manager of the Year” award winners.

  16. Wilberger Search Mission, 2004 • White bar with pink shoulders. Gold rose on white field at center • BCSOSAR member or mutual aid participant in the 2004 Brooke Wilberger Search, remembers Brooke and the continuing quest for her safe return.

  17. Distinguished Service • White ribbon with center third black. • BCSO Award for Distinguished Service. Nominations must be submitted per the BCSO Awards and Commendations Policy and through the chain of command for the relevant BCSO division (Emergency Management, Search & Rescue for SAR).

  18. LIFE SAVING • Life Saving Award • Half white (left) half blue bar with “Life” and “Saving” respectively • BCSO Award for Life Saving. Nominations must be submitted per the BCSO Awards and Commendations Policy and through the chain of command for the relevant BCSO division (Emergency Management, Search & Rescue for SAR).
