Submission of a proposal on Tax Reform Background • In 2005, the GOJ enforced a law on the books requiring Local Printers to charge GCT on printing of books. • The BIAJ protested as this would make local books uncompetitive. • A compromise was reached. The publisher would apply for a waiver each time they are printing. • In late 2011, GOJ stopped approving discretionary waivers. • BOOKS PRINTED LOCALLY IS AT AN UNFAIR ADVANTAGE, THIS MUST BE CHANGED IMMEDIATELY • BIAJ now proposing that GCT on printing of books be removed altogether. Submission of a proposal on Tax Reform (Cont’d) Previous Procedure Suggested procedures stated below. • Make 2 copies of the Printer's Invoice • Retain 1 copy for your file, and send 1 Original plus 1 Copy Invoice along with cover letter attached to Ministry of Finance (ensure that a photocopy of the cover letter is also made for the Bearer to ask the person receiving the documents to sign and date, then return immediately to Bearer) • Documents should be left and picked up back within 7 to 14 days.   6. 1. Submission of a proposal on Tax Reform (Cont’d) Books on CDs At the ports, Tax is applicable to Educational/Literary CDs at the discretion of the Customs Official. BIAJ proposing that the Tariff codes for CDs be further defined to recognize Educational and Literary CDs in Tax free category. Presented by Franklin McGibbon

Revision of the Textbook Policy • Dec 2011, MOE requested feedback on MOE Draft Policy Guidelines for provision of educational materials. • Technical Committee set up to review and submit findings to Board by January 27, 2012. • Document to be emailed to Members. • Individual feedback to be sent to Committee. Technical Review Committee • Dorothy Noel  (CHAIR)- Outstanding work in Educational Publishing at Secondary & Primary school levels • LunettFearon- Great accomplishments in Educational Publishing at Earlychildhood & Primary school levels • Ian Randle - Outstanding work in Educational & Trade categories up to Tertiary • Diane Browne - Accomplished Author with experience in and outside of MOE (including Lit 123) • Paul Bryan - Experienced Retailer, Wholesaler, Distributor with decades of Book Industry experience • Shirley Carbyasked to give any assistance possible, as she has authored several documents on National Textbook Policy etc.. • One other person with digital/multimedia experience may be added Presented by Franklin McGibbon

Mandate To review Draft MOEPolicy Guidelines for the provision of educational materials on behalf of the BIAJ, respond to its provisions, and make recommendations to represent the considered views of the local book industry.  This to be done and submitted to BIAJ's Board by January 27, 2012.
