  2. On 31st May, a TV programme showed members of staff hitting, shouting, and hurting people with learning disabilities at Winterbourne View hospital • This is called abuse • Abuse is wrong • No-one should be abused

  3. Winterbourne View Hospital closed on 24th June • The Police and Safeguarding Board are finding out what happened and why the staff abused people • This is called an investigation

The Department of Health wants to find out what happened at Winterbourne View from all the people and organisations that had something to do with the patients at the hospital What reports will the Department of Health look at? • The Care Quality Commission report • The South Gloucestershire Council Serious Case Review • The NHS Serious Untoward Incident Investigations • Other cases where things have gone wrong before

  5. Some people with learning disabilities, from our region, were at Winterbourne View Hospital • Some people were at other hospitals owned by the same company, Castlebeck • People from our region, who were at Winterbourne View Hospital, have now moved

It is very important to check that people with learning disabilities are safe if they are having treatment in hospitals like Winterbourne View • It is also important that the commissioners know how many people with learning disabilities are being looked after a long way from their family home • These are called out of area placements • We have asked commissioners to check these two things • When the commissioners have checked, we will ask them to send us what they found out

  7. South Central have asked people with learning disabilities, family carers and MENCAP to help us • They will check that commissioners are making sure people are safe and supported in the way they want (person centred care)

Winterbourne View: • Not individualised or person centred • Out of area • No outcomes • Expensive care • Institutional • Unclear responsibilities • Poor communication between agencies Government policy: • Individualised and person centred • Local care • Outcome focused • Value for money • Well co ordinated care jointly commissioned • Not institutional • Community based • Open

  9. We will write a report We will share the report with Partnership Boards and lots of other organisations explaining what we have found and what we will be doing to improve
