2. Major goals for 2009: • Continue to set the highest standards for fire and paramedic service delivery for the citizens of Yucaipa. • Complete Fire and Paramedic Department succession plan. • This framework will address short, medium, and long term goals enabling the Fire and Paramedic Department to remain successful providing the necessary services to our citizens. • Pending final completion. • Renew Cal Fire Contract. • Negotiations continue.

3. Fire Chief Personal Note: • Grant update; • Apparatus. • Total $450,000.00 with a 80/20 match for $106,956.00. • Cardiac Heart Monitors. • Total $140,000.00 with an 80/20 match for $39,000.00. • Fire Station. • Total $2,953,875.00 with no match. • Training. • Total $65,524.00 with no match. • Interoperable Communications. • Total $25,000.00 with no match. • Total of five outstanding grants pending approval for 2009. • Total Grant application amount. $3,634,399.00. • City of Yucaipa matching funds. $145,956.00.

4. Paramedic Program: • Paramedic Brandon Aguilera completed his assignment as a preceptor for a Crafton Hills College Paramedic student in September. • Additional students and preceptors scheduled for spring of 2010. • Fire and Paramedic Department personnel completed training to become an American Heart Cardio Pulmonary Resuscitation (CPR) Satellite Training Center. • Several classes held for firefighters allowing us to maintain the CPR certification locally, reducing costs. • Courses for Citizen CPR certification utilizing Fire Department personnel as instructors is in the final planning phase.

5. Fire Department Training: • Career personnel received 5797 person hours of formal and in-service training. • Personnel participated in over 9722 hours of physical training. • Personnel provided 2400 hours of training to our Paid Call Firefighters.

6. Fire Prevention activities: • Conducted seventy one school programs. • 1500 student contacts made. • Provided one hundred and eighty seven fire station tours. • 935 parent/student contacts made. • Enforcement programs for fire and life safety continue.

7. Paid Call Fire Fighter response hours: • 8760 hours in supplemental shift coverage. • 1602 responses.

8. Vehicles and maintenance: • All vehicles completed their required maintenance inspections along with their services. • All vehicles experienced mechanical problems to varying degrees that were repaired quickly. • Total miles driven were, 37504.

9. Wildland Fire Siege Summer 2009: • Park • Date started May 7th 2009 • Location Oak Glen Road near the Jerry Lewis soccer field • Jurisdiction (State of California Responsibility Area). • Acres burned 75 • No evacuations   • Cooperating agencies, CAL FIRE, San Bernardino County Sheriff, United States Forest Service, San Bernardino County Fire Dept., City of Yucaipa, Loma Linda, San Bernardino, Redlands, Rancho Cucamonga, Colton. • Total fire personnel 170 • Cost, $400,000

Wildland Fire Siege Summer 2009: • Oak Glen # 3 • Date started August 30th 2009 • Location Oak Glen Road and Potato Canyon Road in the community of Oak Glen. • Jurisdiction (State of California Responsibility Area). • Acres burned 1159 • One residential structure was destroyed, one damaged and one outbuilding destroyed. • Evacuations included Oak Glen and portions of Yucaipa.   • Cooperating agencies, CAL FIRE, San Bernardino County Sheriff, United States Forest Service, San Bernardino County Fire Dept., State Parks, California Highway Patrol, City of Yucaipa, Loma Linda, San Bernardino, Redlands, Rancho Cucamonga, Colton. • Total fire personnel 174 • Cost, $6.9 Million

Wildland Fire Siege Summer 2009: • Pendleton • Date started August 31st 2009 • Location Pendleton Road and Date Street Yucaipa. • Jurisdiction (State of California Responsibility Area). • Acres burned 860 • Evacuations included Oak Glen and portions of Yucaipa. • The Pendleton Fire was supported by aircraft from the Oak Glen # 3 fire due to close proximity of both fires and for air space safety.   • CAL FIRE, United States Forest Service, San Bernardino County OES, Riverside County OES, San Bernardino County Sheriff’s Office, City of Yucaipa, State Parks and Southern California Edison.   • Total fire personnel 441 in coordination with Oak Glen # 3 • Cost, $1.49 Million 

12. Wildland Fire Siege Summer 2009: • Crafton • Date started September 23rd 2009 • Location Chapman Heights Road west of Gold Gulch Road, Yucaipa. • Jurisdiction (State of California Responsibility Area). • Acres burned 347 • No homes destroyed • Crafton Hills College evacuated with classes closed. • CAL FIRE, City of Yucaipa, San Bernardino Sheriff, United States Forest Service, San Bernardino County, Riverside County, Crafton Hills College, City of Redlands.   • Total fire personnel 150 • Cost, $800,000 

13. Emergency calls, trends: • 2009 responses were slightly down (6056) from the same interval in 2008 when total responses were 6247. • In 2009 the Fire Department averaged a total of 16.5 responses per day within the City, slightly down from 17.1 in 2008. • Station # 3 was the busiest station for emergency responses in 2009, followed by Station # 1 and Station # 2 respectively.

14. Emergency calls, trends: • Currently response times are averaging 4.7 minutes. This is slightly down from the last report (2009 Semi-Annual) when the average response times were 4.8 minutes. • The current average times are well below the 6.5 minute average prior to opening Station # 3 in October 2008. • Although the average response times are acceptable within the industry standards for fire and medical responses, the actual response times into the furthest East portion of the City into upper Wildwood Canyon and into Oak Glen continue to be the longest. • Statistically responses into these areas are the fewest in numbers as a whole.
