  1. Acceptance Process for Manufactured Products by Certification: A users guide for implementation of Materials Bulletin No. MB 06-02, DCEMemorandum No. 29-02

  2. What We Will Cover: • Process Changes • Affected Documents • QPL and Non-QPL Materials • Certifications will be covered in depth • Responsibilities of the Contractor • Responsibilities of the Project Personnel • Responsibilities of the Materials Office

  3. Process Change • Standard Specifications • Sampling, Testing and Reporting Guide • Materials Manual • Certification Sample Forms

  4. Process Change • Eliminates the pretest requirements or testing prior to incorporating these materials into the project as previously performed for traffic marking materials • The process permits the department to perform random sampling.

  5. Standard Specifications • Identify whether or not product acceptance is based on manufacturer certification • Provide instructions for manufacturers to get their products on QPL

  6. Section 6 6-5.12 Materials Accepted Based on Manufacturer’s Certification:The Engineer will accept certain manufactured products for use on Department Contracts upon receipt of a satisfactory certification stating that the product meets the acceptance criteria requirements of the Department’s specifications. Manufactured products whose acceptance is based on a manufacturer’s certification are so identified in the appropriate Division III Sections of these Specifications. The Engineer reserves the right to sample these materials in accordance with the provisions of this section. Manufacturers may obtain the sample certification forms through the Department’s web site. The URL for obtaining the certification forms is http://www11.myflorida.com/statematerialsoffice/Administration/Publications/certifications/sampleforms.htm It is the sole responsibility of the Contractor to obtain, verify completeness and submit the certification to the Engineer before incorporating such manufactured products into the project.

  7. QPL materials Existing QPL items Additional QPL items Polyethylene Sheeting Delineator Post Assemblies Expansion Joints Guardrail reflectors Dust Control Calcium Chloride Demountable sign face materials Laminated aluminum panel signs Non-QPL materials Fencing Guardrail Dowel Bars Fertilizer Bridge Pads Burlap Specification Changes

  8. Specification 971-1.4 (old) No Longer Acceptable

  9. Specification 971-1.4 (new) -Certification Requirement -Reference to Section 6

  10. Certification Requirement 932-1.1.1 Certification:The Contractor shall provide the Engineer a certification conforming to the requirements of Section 6 from the manufacturer, confirming that the preformed joint filler meets the requirements of this Section.

  11. QPL Requirement 932-1.1.2Qualified Products List: The preformed joint used shall be one of the products listed on the Department’s Qualified Products List (QPL). Manufacturers seeking evaluation of their product shall submit an application in accordance with Section 6.

  12. Incidental Materials Materials requiring only installation Identified in material specs. Manufacturer certification Certification warranting In-place products (verification that products were used in accordance with manufacturer specifications) New Materials Not specified in Dept. references Innovative use of approved material SMO authorization and acceptance criteria necessary prior to use FHWA approval on Federal-Aid projects Non-QPL Materials

  13. Sampling, Testing & Reporting Guide

  14. STRG Revisions • Eliminate many material numbers • Utilize verification testing for random samples • Independent verification testing code for QPL evaluation • Project acceptance • Certification form • On QPL (as applicable)

  15. Materials Manual

  16. Materials Manual • Added section 5.6.13, titled :“ Verification of Manufactured Products” • Includes sampling, inspection and testing • Manual is referenced in CPAM Control of Materials • No change in Method of Acceptance categories

  17. Material Manual Group 3 5.4.5.1.3Group 3: Manufactured Products. These materials are manufactured products listed in QPL, and are identified in individual material specifications. These materials are accepted based on manufacturer’s certification. The Contractor will submit individual certifications as the materials arrive on the project site. The Project Personnel will acknowledge receipt of all Certifications and compliance of the materials with the Specifications in the “Project Manager/ Resident Engineer’s Materials Statement” to the materials office.

  18. Material Manual Group 4 5.4.5.1.4Group 4: Incidental materials. These materials are manufactured products not listed on the QPL. In addition, any product/ material requiring only installation on the project site can be considered Incidental Materials. Such materials are identified in individual material specifications. These materials are accepted based on Manufacturer/ Producer’s certification. In addition to Manufacturer/ Producer’s certification, the Contractor will provide certification warranting the In-place products. The Contractor will provide one certificate covering all the materials used within the project limits detailing scope of work. The Project Manager/ Resident Engineer will certify that all Certifications were received and the materials were found in compliance with the Specifications. The Project Manager/ Resident Engineer will acknowledge receipt of all Certifications and compliance of the materials with the Specifications in the “Project Manager/ Resident Engineer’s Materials Statement” to the materials Office.

  19. Certification Sample Form • Requires direct FDOT specification reference (section and subsection) • Requires recent date • Requires notary seal • Requires project number • Requires QPL number (as applicable)

  20. Sample Certifications • Sample forms are available on internet @ http://www11.myflorida.com/statematerialsoffice/Administration/Publications/certifications/sampleforms.htm • Manufacturers may fill out forms in an approved format with direct specification reference

  21. Certification Sample Forms • 36 certification sample forms available online • Raised Pavements Marker certifications available July 2003

  22. Related Action Items • At least 50 material numbers removed • 23 Pipe related material numbers not affected by this process • Some additional follow-up specification revisions for 7/03

  23. Certification Sample Forms

  24. NO LONGER ACCEPTABLE

  25. Proper Certification for Incidental Materials

  26. HOW THE PROCESS WORKS

  27. HOW THE PROCESS WORKS Contractor, Project Personnel, and Materials Office Responsibilities

  28. How The Process Works • The Contractor is responsible for the material used • The Contractor is responsible to receive the certification from the manufacturer • The certification must be presented with the manufacturer’s letterhead

  29. Contractor Responsibilities • The Contractor is responsible to verify the completeness of the certification • The Contractor is responsible to provide an acceptable certification to the Project Engineerbeforeincorporating the material into the project

  30. Project Personnel Responsibilities • Report the receipt of certifications • Verify certification completeness, making sure QPL numbers are correct through the internet or LIMS • Make sure batch number on certification matches the material’s batch number used in the project • Certification should NOT be accepted after incorporation into project

  31. Project Personnel Responsibilities • If the received certification does not meet the department’s requirements, the contractor is responsible for obtaining the correct certification, BEFORE incorporating the material into the project. • Any material used without proper certification will be considered a failure.

  32. Project Personnel • The Project Engineer should make certifications available through the CDMS • The Project Engineer is responsible for making sure all certifications were received and that all materials are in compliance with the specifications

  33. Materials Office Responsibilities • The Materials Office is responsible for maintaining certification sample forms • The Materials Office is responsible for the random sampling of materials • When performing random sampling, the Materials Office will make sure all certifications are present and complete

  34. How Will I Know When To Take A Sample? • The Materials section will notify personnel when a sample is required from the project. • The project engineer may pull a sample at anytime.
